They didn’t participate because they had a high mortal level not because they had strong mortals, the mortal level is based off of peace and happiness within the universe, not strength.

And forced spirit fission can do much more than just split fusions. Vegeta can steal energy from any opponent and after that absorb it or launch it at the opponent as an attack.

TOP is nothing without Android 17, he was probably the most loved in TOP. We all love Goku and Vegeta the most but let them slide aside for one time and Android 17 was totally marvellous. No one can ignore this, he did an awesome job in the whole TOP, saved many strong teammates several times including Goku and Vegeta.
If Merus was allowed, it would be because he is Mortal Also he most likely only has his Skills left, but otherwise I don't think he is so Powerful Heck Mwrus was gonna use Full Power vs Sign UI Goku, only beat the shit out of Moro because of his Mastery over UI itself and other Angelic Abilities
Realistically it would be Goku, vegeta, broly, gohan, piccolo, granolah, freeza, 17, 18, and Buu. Goten & Trunks still don’t measure up in actual fighting experience or power comparatively yet. The team above is stacked to the gills and diverse as hell in their style & abilities

Fair point! My argument for including them mostly boils down to fusion. Android 17 on his own is way stronger, that’s why a lot of people want to see him return (and that’d be cool, but I want other characters to shine). If Goten and Trunks can do a successful fusion and actually take things seriously, their jump in power would be massive.

Also, remember the previous Tournament of Power was Non-Lethal. So many of the other fighters had to hold back to some degree. Imagine if Hit or Jiren didn't hold back and used lethal attacks that could one shot anyone. And the 3 strongest universes didn't participate, so we don't know how strong their warriors could be. But the New Universe 7 team would be insane. (Future Trunks would be an issue since time travel is forbidden, even for gods. And I'm not sure if Zeno would recognize Trunks)
In my opinion the dream team could be the following: Goku, being the protagonist and the leader of the universe 7 team is obviously the first choice. It has Ultra Instinct and has said in the manga, he can use it while being as a Super Saiyan (therefore, he can also do maintain it even as a Super Saiyan Blue), furthermore he also has Kaioken. Broly, which by training with Goku and Whis could achieve even more power for his base form and his transformations, perhaps he could obtain God KI, becoming even stronger. Vegeta is obviously chosen, as he has now Ultra Ego (that, could be used while transformed in SSB). Granolah, before Gas making his wish, he was the strongest in the universe, and he may be the strongest after Black Frieza (which I won't include on my list, as I think Frieza became evil for good and will operate in the shadows while the others are fighting). Furthermore, Granolah has great battle tactics and knows where to land effective attacks. Merus is another great choice, as it came back to life as a mortal, it still may have retained much of his powers, the most important being the Ultra Instinct, as a former angel it might know very well the other fighters and be a great support for the team. Obviously, Piccolo, Gohan and Android 17 are in the list, because they proved themselves in the first TOP and that both Piccolo and Gohan had new transformations. I agree on bringing back Future Trunks and bringing him to the TOP, as it could use the Super Dragon Balls to restore his timeline and go back there. The divinities wouldn't go against it as on of the Zenos comes from that timeline as well. The surprise would be Majuub, at the moment Uub may have grown and become mature enough to start martial arts. Goku should train him and Majin Buu would fuse with him to show his true powers and the extent of his potential. Furthermore, Majuub could heal his team, absorb powers, turn people into chocolate and many more. Although the problem is that he may not have that much combat experience, but he will get used to it. The thing that will convince Uub to join the team is that he could help his people with the help of the Super Dragon Balls, and with the help of Buu, he will reach his goal. Hope you agree with me ! I made sure to stay logical and practical story wise.
In dbz there's always someone stronger that pushes someone to a new form. Some universe somewhere would have someone who currently is more powerful than anyone else
Even though they would be stacked they wouldn't make it that easy for them they'll give either Pride Troopers massive upgrade or what would be more likely is the universes that were initially exempt from the ToP that had a high mortal rating have guys just as strong or stronger and the previous winning universe (universe 7) goes against those universes. That would make the most sense because if they just walked all over everyone it wouldn't be entertaining.
They'd probably be at the same level as the universes that had a high enough mortal level to not compete in the tournament of power. Now that tournament would be fun to imagine
I feel bad for him but it's for the best since Jiren would have powered up enough to handle the current roster and the rest (other universe fighters) would be the same so i don't think he can realistically defeat anyone right now
don't forget that the guy that built Cell Max and the Gammas could build a really strong Android with Bulma's help and resources if they needed it for a new ToP. TOP is nothing without Android 17, he was probably the most loved in TOP. We all love Goku and Vegeta the most but let them slide aside for one time and Android 17 was totally marvellous. No one can ignore this, he did an awesome job in the whole TOP, saved many strong teammates several times including Goku and Vegeta.

Realistically it would be Goku, vegeta, broly, gohan, piccolo, granolah, freeza, 17, 18, and Buu. Goten & Trunks still don’t measure up in actual fighting experience or power comparatively yet. The team above is stacked to the gills and diverse as hell in their style & abilities

It’s all cool about universe 7 getting all this power but we forgot about all the other universes and they might be training to reach new levels in case another tournament of power happens again
There was ever only a couple threats in the top so unless the next one brings in the other 4 universes it doesn’t matter if the other universes are training universe 7 is just to stacked

Yeah, I'm betting all the other universes would get stronger if there's a second tournament. Plus, I agree with Lucas, we don't really know the powers of the other universes who didn't participate. If they ever participated, we could see even more strong opponents.

I'd argue to keep 17 and 18 instead of Goten and Trunks actually, sure they may or may not be stronger, but the Androids have unlimited stamina, smarter, and more mature than the kids.
Fair point! My argument for including them mostly boils down to fusion. Android 17 on his own is way stronger, that’s why a lot of people want to see him return (and that’d be cool, but I want other characters to shine). If Goten and Trunks can do a successful fusion and actually take things seriously, their jump in power would be massive.

Also, remember the previous Tournament of Power was Non-Lethal. So many of the other fighters had to hold back to some degree. Imagine if Hit or Jiren didn't hold back and used lethal attacks that could one shot anyone.
And the 3 strongest universes didn't participate, so we don't know how strong their warriors could be. But the New Universe 7 team would be insane. (Future Trunks would be an issue since time travel is forbidden, even for gods. And I'm not sure if Zeno would recognize Trunks)

In my opinion the dream team could be the following:
Goku, being the protagonist and the leader of the universe 7 team is obviously the first choice. It has Ultra Instinct and has said in the manga, he can use it while being as a Super Saiyan (therefore, he can also do maintain it even as a Super Saiyan Blue), furthermore he also has Kaioken.
Broly, which by training with Goku and Whis could achieve even more power for his base form and his transformations, perhaps he could obtain God KI, becoming even stronger.
Vegeta is obviously chosen, as he has now Ultra Ego (that, could be used while transformed in SSB).
Granolah, before Gas making his wish, he was the strongest in the universe, and he may be the strongest after Black Frieza (which I won't include on my list, as I think Frieza became evil for good and will operate in the shadows while the others are fighting). Furthermore, Granolah has great battle tactics and knows where to land effective attacks.
Merus is another great choice, as it came back to life as a mortal, it still may have retained much of his powers, the most important being the Ultra Instinct, as a former angel it might know very well the other fighters and be a great support for the team.
Obviously, Piccolo, Gohan and Android 17 are in the list, because they proved themselves in the first TOP and that both Piccolo and Gohan had new transformations.
I agree on bringing back Future Trunks and bringing him to the TOP, as it could use the Super Dragon Balls to restore his timeline and go back there. The divinities wouldn't go against it as on of the Zenos comes from that timeline as well.
The surprise would be Majuub, at the moment Uub may have grown and become mature enough to start martial arts. Goku should train him and Majin Buu would fuse with him to show his true powers and the extent of his potential. Furthermore, Majuub could heal his team, absorb powers, turn people into chocolate and many more. Although the problem is that he may not have that much combat experience, but he will get used to it. The thing that will convince Uub to join the team is that he could help his people with the help of the Super Dragon Balls, and with the help of Buu, he will reach his goal.

Even though they would be stacked they wouldn't make it that easy for them they'll give either Pride Troopers massive upgrade or what would be more likely is the universes that were initially exempt from the ToP that had a high mortal rating have guys just as strong or stronger and the previous winning universe (universe 7) goes against those universes. That would make the most sense because if they just walked all over everyone it wouldn't be entertaining.
