Unlike The Anime, SSJ Rose Goku Black Didn't Do Much In The Manga, All He Did Was Just Defeating SSB Vegeta (Who Was Not Even At His Perfected Full 100% Power), Only To Get Smashed By Him In The Second Battle Before Fusing With Zamasu.
However, In The Anime, It's A Different Story.
But For The Manga, He Didn't Do Much, Or Show Any Feats. He Just Defeated SSB Vegeta Then Lost To Him In The Second Battle, That's It.

@@z1warriordb583 But then you rank Merus only at Quin while Whis is at Sep (which if based on what you mentioned, Whis didn't do much during all the arcs after ToP but Merus did more than his brother). That's doesn't make sense even with your logic, if you put numbers based on what the characters achieved on screen, then whis would be placed lower than Merus (which won't make sense at all due to Merus is still an angel trainee)
Plus other things worth mentioning:
1. Before the retcon came around, Beerus was canonically at 10 Sep
2. Your numbers didn't include the God ki into account, where it make the characters stronger
3. If gogeta and broly fought that shattered reality, only mounted to Quintrillion, that's seems wrong (the argument of the manga skipped the broly movie doesn't prove anything)
4. Even if your argument from pt 3 is true, Ultra ego vegeta (initial) should still be league above gogeta blue, due to the timelines of events (Broly movie --> Moro Arc --> Granolah Arc) that the characters grows stronger over time.
What Buu did to be in this top ?
One thing you missed MUI Goku through adapting got equal to UE Vegeta against Gas when they we fighting Gas together before Vegeta took damages against Awakend Gas and got stronger than MUI Goku again
Yeah by the time Goku and vegeta went to fight Gas together they were presented as equal before Vegeta kept on growing
Also Goku in SSB was capable of contending with Gas similar to how SSBE vegeta did with Granolah
Vegito is hotter, funnier and cooler than Gogeta

I recommend you to re read ending of granolah arc ,you will then see than Vegeta Ue is not eaqual to Goku Tui but Goku Tui > Vegeta Ue, as we see that Ue vegeta coudnt do much of gas but Tui Goku kicked his ass before he turns old
I recommend you to re watch the video, i have UE Vegeta (VS Gas) at a power level 230.4 Quintillion. But In the end of the arc, in his fight with Goku against zombie gas & black frieza , his ultra ego form was presented as if it is on the same level as goku's true ultra instinct.

Kale's Power In The Manga Is Very Weird To Scale , Because There Are Many Statements & Actions That Don't Match Each Others!
But The Most Important Statement Was Krilllin's Statement, That If Gohan Trained Daily, He Will Be Able Surpasses Goku, Which Means That PSSB Goku = PSSB Vegeta >= Toppo > Ultimate Gohan = Kefla >= Kale, According To Krilllin's Statement.
And On The Other Hand, You Have Vados Stating That Kefla Is Probably The Strongest Fighter In The Tournament.
There Are Many Wrong Things, Wrong Power Scaling Writing For Kale, Kefla & Gohan In The DBS Manga. It Looks Like The Writer Forget That Power Levels Even Exist When He Wrote Gohan VS Kefla. (Same Thing Goes For SS2 Vegeta VS SS2 Goku Black From The FT Saga, Which Proves That Toyotaro Is A Very Very Very Bad Writer & Is The Reason To The Manga's Current Downfall!).
But The Most Logic Thing That You Can Conclude Is That Kefla's Power Is Just Kale's Power, But 100% Controlled. So Kefla Is Either = To Kale, Or Just Slightly Stronger, And Her Being Around PSSB Goku's Level Is The Most Logical Power Scaling Considering All Those Statements That Don't Match Each Other.

You Have Frieza Who Stated That He Can Handle Her If He Fights Seriously, PSSB Goku Who Always Holds Back & Not Fight At 100% From The Start, PSSB Vegeta Who Stated That Kale's Power May Be Shocking At First But Once You Understand It & Red Her Movements, It Become Easy To Beat Her. She Didn't Beat A Serious Full 100% PSSB Fighter In A One On One Fight, Kefla's (Kefla Is Supposed To Be Kale's Controlled Power In The Manga) Fight With Gohan Is A Proof To That. That's Why I Think, Her Being Around/Near Their Levels Makes More Sense Than Her Being Stronger Than Them.

The U6 Sayians are being bullied by Golden Frieza(obviously) before Kale transforms and throws the gecko around where it shows him having taken visible damage
Goku then steps in and goes blue and at first blocks with just 1 hand and hit her but when she came back he was physically straining before getting overwhelmed by her which Shocks Goku from her growth
Kale then gets another massive growth in strength and blows up a massive portion of the fighters before blitzing Toppo and Vegeta nearly knocking them of and she continues to knock people of and 1 shots Aniraza
She then fights Universe 11 but due to their Teamwork they can overcome her as she is just Pure strength kind of like Grade 3 Trunks where Power is over everything else
They then Fuse into Kefla and completely bully the Pride troopers where he movements are “Leagues above what they were doing Pre fusion”
She then tries to Attack Jiren but Gohan gets in the way and they start to fight when there evenly matched
This is where Krillin says “Wonder if he could get stronger than goku if he quit his day job and focused on training” which is a Detractor I guess but with all these other factors I feel like it makes sense for Gohan and Kefla to be stronger
