You see a lot of these in towns and it's specifically there to tell drivers their speed. The speed limit is 45 miles per hour. If a driver is going 45 mph or less, it calmly shows their speed. If the driver is going slightly over 45 mph, it shows the driver's speed while flashing too. If the driver is going over 50 mph, it's going to flash quickly and tell the driver to slow down. It can even read the speed of bikers too which is cool.
