Im in Australia and the age of consent is 16 but only with people that are 16 or 17.
Look up the age of consent in many countries. In Mexico, the age of consent is 12.
so the svu has the budget to send officers out of country, not too mention even if that was the case Canada wouldn't extradite someone for that

So they try to charge him with sex tourism, by proving that he goes to Canada with the sole purpose of having sex with the minor if I remember correctly.

However, when they learned about this "audition" in Winnipeg, Canada and that there was no production plan, they realized that they can arrest him for the federal crime of going to a foreign country to rape someone, no matter the age of consent.
