You’re finger tipping your release. That can mess up accuracy (pulling effect). Adjust the release for the middle part of finger (between joints) to be resting on the trigger.

Do you fire the Rage Hypodermics in the locked position? Or do you open them slightly and they will expand?

Locked position. They open on impact.

Do they fold forward? In NY broadheads that have barbs or don't fold forward are illegal

Yes, they do. They can absolutely swing forward like the letter Y and be considered NY legal.
