To get a consistent vertical measurement, put a stop block on the bar with a thumb screw to hold it in place. Then remove the collar from the boring bar and transfer to the other side. Then you should be able to see quickly what the vertical offset happens to be. You offset one side up by 1/2 the difference and the other side down by 1/2 the difference and they should be parallel.
I had to bore a brand new Chinese made bucket oversized to fit a different machine a couple of years ago, the pin bores were a 16th of an inch out of parallel with each other 🤯

I did on the top bores, the bottom bores are so far gone cones are useless.
