It might have something to do with your external brake cable setup to the resistance motor. Here is a video we did explaining the entire process and how the wrapping of the cable to the resistance motor is supposed to be: th-cam.com/video/ecJMwxd74f4/w-d-xo.html Hope this helps!

Excellent video, just repaired my JTX Cyclo-5 exercise bike with this very problem. Hardest bit was sourcing replacement cables in the UK.
