When I went to California for a month, about 15 years ago, I went into a phone shop to buy just a prepaid sim card. The idea was that I already had a good phone, but doing anything with my Europe sim card in the USA was too costly. So, just swap out the sim and we're good to go, right? Well, that salesman did not want to make a sale that day, because the only way I could get a prepaid sim, was in combination with a burner phone. "but it's a free phone." Yeah, but it's a phone which I do not need, nor will ever use. It's e-waste. The guy was adamant that I'd buy a sim with a burner, and flabbergasted when I decided to just walk out of the store empty handed.
Walmart sells flip phones. Amazon has them. I think some targets. Most electronics stores. Any phone store like telus or Roger's. Uh I think that's about it. I used to get mine from gas stations but they kinda stopped doing that where I live. (Not because of me I wasn't that bad)
Don't go to a big box, go to a bodega or locally owned convenience store that offers phones. Support small businesses and your privacy at the same time!

Burner..that you had to add personal info to activate. Have to. Trac phone and all of them require info
