Mearsheimer does not state it as his opinion that there are no nuclear weapons on the Russian submarine. He states it as a fact. I think he should have said how he knows. Either we have a spy in the Russian navy or from radiation detectors. The radiation from a bomb on a sub is very, very weak. I think he means that there is no reason for the Russians to send naval ships, subs or surface, with nuclear weapons to our Atlantic coast. They don't want to escalate. I don't think he really knows.
