Kinda crazy that this technology isn't used in any new game. Despite being super outdated, L.A. Noire still has better facial expressions than any game. I don't know how they rendered this but it looks like real people with a filter on, it doesn't look rendered and uncanny like every single game with realistic graphics. It actually *is* real people with a filter on. They used facial capture. You can recognize actors from this game in live action productions. I once saw Roy's actor in an episode of Parks and Rec and it took me a moment to figure out why I had such an instant seething hatred for the guy.
This game is something else man. Still my favorite. I heard about it out of the blue in Rockstar's Developer series a few weeks before it dropped and got my mom to buy it for me back in 2011 when I was 11 years old. Played through it so many times.

Not animations, these were captured directly from the actor's faces. That's why no other game has such great facial expressions as this.
