a cheaper option, since the rx 6400 is usually WAY overpriced for it's performance: get a Dell Optiplex MT, likely with an i5 6500 (unless you can find something better for a little under $100) and pair it with either a GTX 1650, or a GTX 1650 Super (with a SATA to 6 pin power adapter) should be like $200
I did a similar upgrade to a 2012 SFF OptiPlex 7010. I upgraded to an RTX A2000, 16GB of RAM, and two SSDs (128 for the boot drive and 512 for Steam game storage). There was plenty of room for the SSDs without having to sacrifice the DVD drive. I also upgraded the CPU from i5 to i7 and renewed the thermal paste while I was at it. I ended up with a very good mid-range gaming PC that plays all my Steam games well at medium settings.

The only caveats we had with them were the thermals and ventilation, it ran a bit hot due to the size of the case and cramped internal parts. We were inside a cool air conditioned room, and yet we would still hear the fan whir loud noises. We often used them to render 3D animation, video editing, design etc. I'm guessing you could still get them for below $100 for a used unupgraded stock unit.

I'm looking around for a reasonably priced GTX 1650 (which significantly outperforms a 1050Ti) for my 9010.

No offense, but that R5 240 is a pretty low end GPU for running games. 2Gb of DDR3? I think the CPU's integrated graphics would out perform that thing. Also, you didn't install any kind of mass storage and the 3020 doesn't have M.2 slots on the MB. So how is that going to work? Lastly, not all Optiplex SFF are the same, each has their own idiosyncrasies, positives and negatives for gaming. I personally like the what I call, "10" series if building an older system, i.e., 5010, 7010, 9010 because they have their x16 PCIE furthest away from the power supply. This allows installing double wide GPU cards like the 1050Ti and 1650 in the x16 slot, which allows them to perform faster than in the x4 slot. Not sure about the 3020, but a double wide GTX 1650 will fit into the x16 slot of my 9010 without mods.

And it looks like you tested all this two years ago, so that card might have been one of the more reasonable options during the GPU drought. That being said I wouldn't go for this video card for games that were any more advanced. I'd go for a GT 1030 or RX 550 for a more capable gaming rig. But I'm quite pleasantly surprised by how well the card did in this admittedly small sample of undemanding games.
I’ve got an Optiplex 990 I’m turning into a decent, not amazing, gaming rig. Emulation. It has integrated graphics which don’t work with many emulators so I’ve ordered a graphics card. Will I be able to install it by this guide or is there more to do because of the integrated graphics? I’ve been told yes & no. I’m not sure & im not about to start this until I know. Your motherboard only supports socket 1150 which are 4th generation if intel CPU. You will only need a new motherboard if you're upgrading your Cpu to a newer generation

So this Rig only good if you play PS4 related game like Nier automata, Metal Gear Solid 5, Devil My cry, anime type game. Game like Cyberpunk, red dead, is kinda no fo this rig.

You have rebar so it’s possible to go with the arc a380. May not be the best but 100 dollars is a killer deal. If not the a380 I’d say 3050
