Your idea about dictionary quota sounds interesting. Usually I watch learning video two times. First time I try to translate and understand every single word. After that I watch the video second time briefly in order to check how do I understand it now. It makes fist part exhausting and second part boring. May be I should do the opposite: 1) try to understand video as it is, and 2) check word in dictionary only if it seems crushial.

We don't have to understand every word. I'm observing little kids in China, and when they watch TV or movies, they actually don't understand a lot of the dialog. Sometimes they ask questions, more often they don't. But it doesn't matter, as they watch more and more, they eventually understand everything. It's the amount of input that makes the difference.
