    Never allow a suspect to return to the vehicle until the traffic stop is completely over. They can have weapons in the vehicle, or flee, or both.

      quick search for weapons and cuff the driver to you front bumper bar that's what my dad always did as a Sheriff. If the driver complained he dad would state this is a detainment for safety not an arrest if the the cuffed pewrson complained dad would gut punch them and tell them to Shut The F..ck up.

Nobody’s trying to let criminals get away or destroy evidence. They’re trying to avoid any preventable deaths that can and have occurred because of pursuits.

      As a RFLEO, I absolutely don't understand why the LEO that had the driver go back to his cruiser without searching him first. I understand that every situation is different, yet that mistake alone could have caused the officer his life. Never have a suspect detained, regardless of offense not patted down beforehand.
      The can't pursuit policy is insane imho. What's next? Only one bullet permitted per bad guy shooting at you? I understand the reasons with liability of pursuits. With that situation, they should use a cut down version of spikes placed both directions on suspect vehicle. Each state has citizens rights, yet in a drug operation those rights should be eliminated imho. There's no doubt legal issues with that, yet its common sense. At the very least, get the keys.
      You never conduct a possible felony stop involving 4 suspects alone. If there's a BOLO n suspects of drug trafficking, get backup first. No cowboy stuff, its far too dangerous, especially with suspects knowing being arrested will mean a long sentence with firearms n drug trafficking. Where's DHS in all this?

      @@tyclark8162as a retired LEO, I see little problem with bringing him back to the car. He’s not going to get a better jump on you compared to both of you being outside talking. I’ve heard that officer safety search for decades, but it isn’t particularly rational. What’s the difference patting him down before he goes in your car versus when you first get him out? Nothing. The difference having him in your car is negligible risk wise.
      The benefits of bringing them back to the squad are huge. It’s far easier to pick up odors of alcohol or drugs. You’ve also taken them further away from their primary escape route and any potential weapons close at hand in the vehicle. As long as you’re moderately skilled in hand to hand, you can have control of the suspect while having limited the ease of his other options. Lastly, you’ve provided additional separation between the suspect and anyone else in the vehicle.

    Incompetence:
    1. Did not handcuff the driver when he got him out of the car.
    2. Did not put the driver in back.
    3. Did not get the keys
    4. Did not ram the vehicle, numerous times, when it was moving at low speed.
    Their negligence, and other officers failure to ram stop the vehicle put children, other road users lives at risk and ultimately cost the lives of the perps.
    WTF!!!!????????? Anyone going to get disciplined for this appallingly pathetic police work?

      @@Sklounst_Actual you don’t think the criminals put both at risk everyday. There are many reasons for pursuing: murder suspect, kidnappings, assaults, sexual assaults and so on. I travel a great deal on the roads and highways, every day I see people driving 90 to 100+ same as pursuits. Why don’t you advocate for those people to be severely punished so law enforcement doesn’t have the chase. A few years ago I might have 1-3 people pass me at high speeds on a two to three hour drive, now it’s the norm. You can’t fight a war without casualties but I hope the casualty is the perp and not the LEO. I think a LEO should b able to pit as soon as they start to run to prevent long chases but others don’t agree.

      @@user-peach408 Yeah, pursuits should be ended with a PIT (or grappler) as soon as possible. I'm not arguing that one way is necessarily always better. And a murder suspect should be pursued for sure. There are also alternative methods, like GPS darts

    What kind state agency can’t pursue? I understand some departments have policies where you can’t pursue unless it’s for a violent felony but I’ve never seen a state police agency that doesn’t allow pursuits.

    The other channels showed the shooting... there's no reason not to...it only showed the officer shooting, not the body after..... Either way. it was stupid for State patrol to not be allowed to pursue, once they take off, it's a felony to flee law enforcement... plus it's more dangerous to the sheriff to go off on his own.

    This whole thing was a cluster X from the beginning. The driver should have been placed in cuffs. Then they eventually let the driver get back in the car ! ! ! !!!!!!!! They should have got the keys from the vehicle as soon as they had their suspicions. This was shoddy police work.

    The trooper saying he can't pursue is probably fresh out the academy and on a one year probationary period during which time he cannot engage in pursuit. Atleast that's how it was for me when I became a sheriff's deputy.

      I was thinking it's possible that because of the type of stop and because it was set up by what looks like a multi state but is at least a multi county entity, there may be policy or rules around that.
      I also think there could be a policy stopping regular law enforcement from intervention past a traffic stop because too many times have regular beat cops been used to stop vehicles in high profile drug cases and ending up with them dead. So there might be a law or policy saying you can use our cops for the stop but nothing further. And since sheriff's are elected and their deputies are appointed, they might have completely different policy on the matter. Or none at all.
      Idk. Just guessing. Could be a probationary thing though.

      i like philias policy beat cops don't usually do pursuits they follow and turn pursuit to what is called highway patrol has 2 sect interstates and a roaming patrol who circulate through the city . when there were high powered cars they had them district cars at one time 6 cyl
      2 door cars until the marked changed and patrol vans hauled arrested hospital cases and
      were 2 person and did patrol too

    If the officer wasn’t so intent on getting the occupant out of the passenger’s front seat of the car, he would have been able to stop the big old driver from getting back in the car and taking off. The driver was limping but the officer had tunnel vision so he missed the great opportunity he had to avoid the car chase and possibly save the life of the other suspect.

    I will never understand why agencies allow officers to seat people in their passenger seat, let alone without a search of their person.

      This no pursuit policy became popular over the last 5-10 years now. As a result.....more people now run from the police....strange huh? The U.S Supreme Court made an interesting ruling on pursuits in 2007 with Scott v Harris, which basically states that Law Enforcement is duty bound to chase if someone does not stop. However, in Law Enforcement, the people who get promoted are usually the ones with little to no experience, education, training, or knowledge. It is still a good ol boys club to the core or blatant favoritism and nepotism. One could even successfully argue that having experience, education, and training actually reduces ones chances of promoting. This is the main problem in Law Enforcement today.

It boggles the mind that you would watch someone drive away recklessly and not stop, and just let them shoot off into the public like a bullet with no lights or sirens behind them to warn the public.

      - exactly same I wondered too -Not having the phone number, as well as the car tag, is not linked to the vehicle details; so I assume they check what GPS signal is geographically present around the car/person's location; and from there, any GPS devices displayed in that location will be a tract on where they're moving. - Something like that. But maybe they already have some other information about the suspects, and not so sophisticated to trace him/them.

      My guess would be they tracked someone's cell phone signal via GPS. If the had a warrant they can obtain that information.       If they pull you over for say no seat belt and they have you on the side of the road and they know your name ran your plate and have GPS tracking you they figure a high speed chase may add some level of danger to it. Like lets say a family of three get killed they would be upset that the guy or the officer who killed them was in a high speed chase over a seat belt infraction.
      It is as likely that there would be no drugs nor guns in 90% of these stops. Even here were not told how much drugs were found. Was it a joint? Was it a Kilo of heroin? Why did the old hippy guy pull his gun out but not shoot? Why would he not ram police to get away? He seemed pretty careful not to use his car to ram theirs.

      I wish they'd said what the drugs were and how much. And I wish I knew how they got the tip. They were obviously set up. Guy was likely a career criminal who'd spent most of his adult life in jail and would spent the rest had he not gone the blaze of glory route, like some combination of Louis in Jackie Brown and George Jung in Blow.

    They didn't EXACTLY lose the vehicle, but they definitely lost sight temporarily. They chose to stop chasing. What I wonder about is the "tacked via GPS" part. HOW?! Did they attach a GS device or is there something else at play? Was it a rented car?

      It was a drug sting. The county tagged the car during the investigation. Grandpa was being watched. They knew he had drugs and asked troopers to assist and stop the vehicle.

    Let me get this straight: In Minnesota, the state cops will casually interview possibly armed and dangerous drug runners in the front seat of the cruiser,
    then the geezer with a limp managed to get away in the wink of an eye, but the State Patrol can't pursue and the sheriff's deputies drive Explorers
    that can't catch a cold, let alone a Chevy Cruze?

      Doesn't sound plausible. If that were the case, they likely wouldn't be initiating a stop there to begin with, and "Res rules" would apply to the County as well as the State cop.
      No, sounds more like some post-2020 woke policing rules passed at the state level to appease the "Defund the Police"/ BLM/ ANTIFA crowd. Pay attention, wakeup, and develop more than a short-term memory!

    God bless our officers. I am a nurse in an ER and deal with the MN state troopers and local law enforcement often. They are always first class, with the patience of saints...more than myself at times sad to say.

    In December 2020, after a major police review, New Zealand Police staff were told a pursuit was only justified when the threat posed by the vehicle prior to failing to stop, and the necessity to immediately apprehend the driver and/or passengers, outweighed the risk of harm created by the pursuit.
    Data released shows that after the policy change and over the same period the number of fleeing driver incidents almost doubled from 4846 - in the 12 months prior - to 9499 in the 12 months to November 2022..
    The policy also states a pursuit is to be abandoned once an offender's identity becomes known and apprehension may be affected later, so long as there is no immediate threat to staff or public safety. The number of incidents where the offender was not immediately identified increased from 2419 to 6412.
    The police said the increases were likely due to the change in policy.... 👮🏽 No shit.
    They are revising and amending the policy again this year : “We know there is a desire for change and a perception that offenders are more brazen and more willing to take risks with their driving behavior,” Police Commissioner Coster said.
    “The revisions will bring us back to a more balanced position, while still prioritizing the safety of officers and the public.”

      As some from NZ your correct but in places that are packed like Wellington city it’s easy for the suspect to hit other cars and kill/injure civilians so I rather let them get away and we catch them later than kill or injure kids or adults or any damage to property. :)

      It was pretty clear and pointed out that these four gentleman were already being tracked before the stop. In fact, the stop occurred at the request of another agency I believe.

      @@thomasjones2071 I don't agree with many of the tactics used, but when you are notified by a drug taskforce regarding a vehicle loaded with drugs, you are to develop your own probable cause for the stop and investigate as if you never received any information, just like any other self initiated traffic stop. Do some research on "wall stops" and you will understand better. You want it to remain as low key as possible to "protect" a larger investigation by not alarming the "smaller fish" developed from the investigation. LEO for 30 years, 6 of those working major narcotics trafficking.

      Why pursue if you can just pick up the person later at their house? I think the latter poses less risk to the public. (And that’s what they ultimately did … tracked and waited to engage in a more rural location, I think…)
