It's an unintentional effect of the spindash by charging up the A button basically every frame, which launches you so much farther and faster that what's humanly possible. It's only really doable with things like turbo inputs or TAS inputs, which is why it's considered a separate category to use an ultra spindash. I think here they just use the maximum humanly possible amount of inputs without activating an ultra spindash for the category.
