maybe he thought thief had 60 base power? I misremembered that, and scykoh being scykoh, i woudn't put it past him
Edit: thief has 60 power in gen 6 and onward, but only 40 in gen 2-5 so, maybe he forgot about that? just my guess.

You should've used Firepunch instead of Thief. Supereffective Thief has 80 power, whereas STAB firepunch is 112.5.

As scykoh said, it's a move that starts weak and gets stronger the more you use it in a row
Fury Cutter gets up to around 200 power with full wind up, starting hit is always pathetic

How did you even miss that fire punch? It has 100% accuracy
if x < 255 it hits. if x is 255, its a miss.
pokemon early on, had a design flaw in accuracy, so 100% was more like 1/256 chance of missing rather than never missing.
EDIT: not the reason, it was apparently fixed after gen 1. it was likely the enemy had a bright powder.

probably; my mistake. after a quick check, apparently, bright powder was introduced in gen 2 instead of 3 which is why i thought the 256 was still a thing. a quote from bulbapedia.
"Generation II
Moves targeted at the holder have an additional 20/256 (~8%) chance to miss."
this is the only other thing i can think of that could have made fire punch miss
