I imagine the amount of elastic recoil has a huge part to play in the preference to walk va run. That's also a factor that can be trained up/down/flat.
My experience (n=1), is that my top end (fastest) walking pace real feel effort goes up significantly as I fatigue. However my low end (slowest) running pace real feel effort increases at a lower rate with fatigue. I observe that my preferred transition pace declines with fatigue on flat or near flat conditions. Just my two cents.
