As an ex-Xerox service man I can verify this. Most house hold style vacuums can build up a positive static charge from air movement that has dust or other particles in it, such as hair and tiny flakes of skin etc. If vacuums are used they have to have a special motor that creates a negative charge while the power is on to negate this from happening.

I guarantee your Xbox console looks just as bad. You can have a clean house and still have dust collect in items like a console.
