I use Niagara spray starch which comes in actual spray bottles at my local grocery store. I've had some instant starch concentrate to try... I'll give it a go this week and let you know how it goes!
This is a common misconception. Bugs will eat cotton fabric and batting regardless of using starch. Keep your house clean and bug free and starching your fabric won't be a problem!

Does this cause any shrinkage?
Was just going to ask that. I always starch yardage but I've found starching 10 inch squares and 2 1/2 inch strips causes shrinkage.
Not that I’ve noticed, but try it for yourself and see!

I don't bother. I just press fabric a little with a dry iron to get out any wrinkles and sew. Always works out fine.
