I think what we need to recognise in this type of situation is if the person is even mentally well. Here in Asia we dismiss mental health to the point that the majority of the population still believes it's a choice.
I think it was Asakusa market when a clearly homeless guy ran up to me and motioned that he was starving and needed cash. I was shocked to be approached so blatantly while my boyfriend was a few shops down. I figured he'd leave if I gave him at least a bit. ¥700 buys a very respectable snack at a 7/11 or similar conbini. Then he just kept begging and staring at my lanyard wallet. I had to walk away because he was creeping me out. I only hope he wasn't trying to snatch my whole wallet the second I brought it out
Let me clarify: the fact he left doesn't make this okay. But it does make sense considering Japan has a politeness culture. That's all I was saying. If this happened in America, that dude probably (wouldn't have even asked) would have just followed her. I was just saying it was a very Japanese interaction in how it went down.
