The only reason he stopped before killing the bus driver was because there was a candy bar on him which stopped Sam cuz it counts as tradition. So he spared him and left him alone. Mr. Wilkins may have poisoned children and was killing them but the fact he gave out candy to Sam was him still following tradition. Everything else was none of his concern.
Also note that each story represents Halloween at a different point in your life. The kids were about the pranjs/trick or treating, the teens/wolves were about the sexual side of Halloween, and the old man was the cranky of people who think they are too old for it.

Along with this movie because as he put it all the other holidays have one like Christmas has Santana Claws. So now Halloween has Sam. I mean even on two different audio commentaries for John Carpenter's original Halloween movie. He says the movie is about a psychopath that escapes a mental hospital an stalks and kills babysitters. That has nothing to do with Halloween in the movie Halloween is a background setting only. Halloween has nothing to do with the story other than it's just the day it takes place on. I bring that up because Michael Dougherty specifically called out John Carpenter's original Halloween movie. For it not being about Halloween then that is backed up by. What John Carpenter says on the audio commentaries on the Blu-ray version of Halloween an the Shout/Scream Factory Collector's Edition of Halloween.

Great anthology movie that is actually[unlike many that prentend undead= Halloween] themed to Halloween. Its great how they interlock the stories without a narrator explaining or interrupting the stories while putting them not only in same universe but neighborhood.

Glad that you liked it, I also ignored this film for too long, released back in 2007 and I only decided to watched it in 2016 and I love it immediately from the first scene of Sam(behind the kid) I immediately knew that it's not a regular human/kid(without watching the trailer or reading the sypnosis). This and Jeepers Creepers 1 are always included in my yearly October, 31 nights of Halloween horror movies.

To answer your question, no unfortunately there is not a Trick R Treat 2, but the director gave his annual Halloween update the other day saying that the sequel is in “active development” but he has been saying that for years now so who knows if we will ever get the sequel but I am praying that we get it!!!
