My solution would be offering the resisting planets the treaties with promises as autonomous vassals of the Empire. If they still resisted, that's when having them subjugated by forces and installed the imperial governors to be in charge there are inevitable. By being the autonomous vassals, they are allowed to rule their own subjects and taxing them, raise their own private military, issued their own laws and use their own judicial system. In exchange, they have to pay tributes to the Emperor of the Galactic Empire, supplied their troops when the imperial military asked for one and defend the Empire's borders and suppress the local rebellions. Personally believe its possible to feign autonomy from the Empire while still being loyal to the Empire’s whims. That as long as there is a strong economy between the Empire & the world(s) that claims autonomy, then there wouldn’t be a need for the Empire to impose their own ruling(s) & such. A good number of them could’ve been neutral worlds that never really opposed the Republic, but opposed the CIS more, especially if such forces attacked/assaulted the neutral world(s) in question. Its extremely possible that they could instead be full of enemies of the Empire who simply stopped being enemies of the Empire and the local government(s) in question are tasked to ensure these former enemies aren’t going to surface again as enemies of the Empire. In fact, I’m still pondering if some Imperial loyalist companies, initially tasked to reverse engineer rebel craft & such, requisitioned the makers of the Alpha-class Xg-1 Star Wing, Cygnus Spaceworks, OR similar businesses/companies to manufacture A-Wings, B-Wings, X-Wings, Y-Wings, or other such craft, likely with an Imperial flare, because they’re preferred over TIEs & they’re specifically meant for their own military/security & such…

The empire while seeming brutal does offer a fair choice, become part of the empire or suffer. Lothal is a decent example as when we first see it it’s lush and vibrant, but after increased resistance it became more industrialized and occupied. To rebel is to make more people suffer than necessary and unlike the rebellion the empire will usually help rebuild even if it is for the purpose of profit. While it wasn’t always the best strategy it was effective and so the galaxy was able to come to peace. Long live the empire! (Once again great video)

How about why the New Republic never seemed to want the Jedi back, in both canon and legends we see a resistance to the reestablishment of the Jedi Knights. The governmental leaders did not seem to want the Order restored. In Legends it took look almost seven years after Endor to finally start to rebuild. In canon it seemed to have a taken a great deal longer and with far less success.
Well, in Legends part of the reason it took so long was because Luke was reluctant to train students for years. From what I understand, part of that reluctance was simply the feeling that he-Luke-was simply not fit/worthy to train students, and another part was fear that students would die or fall to the dark side or whatever. Also, Luke was kind of busy helping the rebels and then New Republic deal with the Galactic Empire and then the remnant such as with Thrawn who almost succeeded in destroying the New Republic (and would have too if the New Republic didn't get plot armor again in the form of a bodyguard betrayal). From what I recall, most push-back Luke received came later like with Daala, probably because for the early years people simply had bigger things to worry about than the Jedi coming back. Most push-back seemed to come either from people who formally had ties to Palpatine's regime or simply had leftover anti-Jedi prejudice from either the time of the Galactic Empire or the decades or centuries before. As for push-back in the new Disney canon...I don't think I recall Luke having any real push-back, in large part because people seemed to just dismiss the Jedi as a fairy tale or any negative reputation had simply faded with time and/or the Jedi came to be romanticized (sort of a "absence makes the heart grow fonder" scenario).
