I think the Hellbat Armor is the strongest Batman suit to come. It has a attribute from each Justice League member. But it does take from his strength which could ultimately kill the user. It’s used in the issue that Damian Wayne is resurrected by a stone that embedded in his chest.
Another big contributor to the reason that Batman's Dark Knight suit was able to hold its own also has to do with the fact that Superman had just recently taken a nuke at close range.
The batwing suit always felt like it was a nod towards and perhaps meant to be taken as a predecessor/part of the development of what becomes the batman beyond suit.
I know the theme of this and I give you all the respect for going through all forms of research of animations to find the Bat-suits. As for the Bat-wing suit, you are correct that this is not a "Batman suit" because Batman never wore it. Just because you slap a Porsche logo on a VW, does not make it a Porsche. The same goes for the Bat-wing suit, it's just armor until Batman uses it it. Now there is one "Armor" that did not make the list that even though does not fit into your requirements, the psychological strength of this suit is far more powerful then any of these armors and any Bat-suit he has ever worn.
