Mumbai is a strip of land made out of joining islands. It's not wide with plenty land to expand in all directions like Delhi & Bangalore. That's one reason why in Mumbai houses are at a premium & balconies a big luxury. As a person moves up in their career & life this social status becomes so important they will even take big loans to fulfill it instead of thinking bigger saving & smaller loans. Purposeful usage of space for living is not the top priority for Indians

One of the core but untalled reason for having 3 bhk and not 2 bhk is, relative size of the rooms and common area is bigger and better in 3 bhk rather than a 2 bhk.
Builder generally tend to fit more room in small space but the idea is relaxed as carpet area goes up.
