Proximus took Caesar’s saying “Apes Together Strong” too literal. His logic was that all apes should be united, not in separate clans, but all under HIS rule.
Ironically where Caesar initially got "the apes together strong" thing was from Ancient Rome which even used the bundle of rods/sticks called a fasces as a metaphor and symbol. It not only represented the unity of the Roman people but it also represented a king/magistrate's power to punish his subjects. So if anything Proximus is actually using the original concept.

I have watched this scene multiple times and I've only just realised that Proximus is saying "I must destroy their kind, unless we want to live in cages again." I genuinely thought that it was "I must destroy their kind! Yes! We won't live in cages again." I thought that because he seemed to have a habit of saying yes while he spoke. Mostly to Travathen while he was explaining stuff that he learned from him, almost as if he's checking that he got the details right.
Ive noticed that as well he has manurisms or ways he moves or talks that it's like he has to get every detail right, it's rather interesting character design
I still think people didn't understood Koba. Proximus and Koba are so different in their ideology. Koba really hated humans and wanted them dead for good. Proximus showed mercy for humans that would surrender to him for their knowledge.

He did not take it literally, he twisted it from a mantra of unity to one that enforces servitude to his will.
Proximus’s fear of humans is justified, but his methods are against everything Caesar stood for.
