To all the fools.. Hulk has never hurt any innocents..you are putting separate times together in which it was explained by Marvel that the hulk systematically has attacked where and in a way that innocents wont be hurt...so the penance stare wont work on him period . BRUCE would have to have been the 1 for the stare to work on...

Hulk has unintentionally hurt a lot of people in his life. Which is Why he’s so depressed and hates his powers.
Every action Hulk took on Earth during the WWH sequence was intentional and premeditated, and there's no way that all the destruction didn't result in the deaths of innocents. The best argument you could make is that all those homicides were negligent, but Hulk absolutely knew that innocents would die and he attacked anyway.

It works on muggers and bank robbers. It's like one of those instant death final fantasy spells that only works on scrubs you can one shot anyway, but never works on boss fights.

The problem is GR, if his powers work exactly as explained, would literally be able to just roll through all of Marvel unchecked and unchallenged. The Penance Stare is not supposed to take your guilt or how YOU feel into account at all. It is supposed to force you to feel all the suffering you have ever caused at the exact same time. No soul...not even Thanos...can handle such a burden. The innocent will feel nothing, they never harmed others. Everyone else will feel all of it without any way out. THIS is how it is supposed to work and how it was explained. They added all kinds of adendums to it over the years because those who followed the originals are hacks that cannot seem to handle it. Legit the only people that are immune to the penance stare are other Ghost Riders.
His Hellfire is also completely and totally unblockable. NOTHING can save you from being burned. As it burns the soul more than the body. You are in armor? Cute, you just made yourself slower and easier to hit.
The penance stare works differently from writer to writer but the most powerful version (and the OG 1) made whoever the recipient of it feel the pain and suffering of those they've harmed, innocent or guilty.

That's not how it works. The penance stare only affects people with their own guilt. When Ghost Rider tried using it on Deadpool, it just showed him a greatest hits clip.

Some writers did the penance stare as a kind of 'self-judgement' thing, so it didn't work if the person genuinely felt no guilt over their actions. That's how you got the ridiculous situation of the Punisher, basically an angry psychopath with a gun and nothing to lose, taking it and surviving.

Angry psychopath? The Punisher hunts down druglords and child traffickers. His kill count is massive, but he's way more moral than most of the other players in Marvel. If there's a karma scale to be measured, Frank Castle is on the far end of the positive side.

The penance state is horribly inconsistent from writer to writer. Generally it’s supposed to FORCE the victim to feel the guilt and pain of their crimes, but has been used as a retreat type of deal when writers don’t want GH to kill someone super important.
It’s a hard ability to balance, because when written with its original internet it’s been used to incapacitate GALACTUS of all people.

This for sure was a loophole. Maybe not killed directly but the second hand deaths have to be through the roof. Imagine living in a town and Bruce comes in for a bite at the local diner. Some villain sits down next to him and strikes up a convo. Hours later the town is a sink hole. Peoole have lost everthing and later on died of depression and heart break. Families torn apart. Lives altered forever. If that dont deserve some penance, nothing does

The beauty in the freedom alternative timelines and a lack of canon is one of the strongest features stories can have. Writing and thinking of stories isolated from others may help an author to focus on attributes of characters that wouldn't work on all settings and give the reader an ability to think of characters outside of what we normally see.

It's cannon in the comics that all the hulk seem to be different entities. World breaker hulk, savage hulk, immortal hulk, etc. In the comics when savage hulk goes back to skaar, he has absolutely no memories of what world breaker experienced. I imagine ghost rider would have beaten savage hulk because savage hulk is responsible for a majority of innocent deaths

Hulk doesn't feel guilt because the majority of the time he's raging out it's because people agitated him into going on the rampage in the first place instead of leaving him alone.
Though Hulk does not ACTIVELY harm innocent people. He doesn't go on murder sprees. Any deaths he cause are just as much the fault of Ross and others who constantly try to contain him when Hulk would do WAY less damage if he was just left alone in the first place.
And to further complicate the matter, Hulk is multiple personalities in there. There's more than one Hulk. So savage hulk, for example, might not feel guilt if he killed people because he's a brute monster with little to no rational thought. Green Scar/World Breaker Hulk actively worked to avoid innocents in his revenge quest.

A power of Hulk that a lot of readers do not know and writers overlooked:
Super Sensitivity. Hulk knows when to raise the gloves and when to remove them when smashing. With gloves, nobody dies. Without gloves, all hell lets loose on whoever he's angry at.
There's a caveat to this, Hulk, or anyone for that matter would have to KNOW they're unaliving innocents.

I've only seen the Penance Stare backfire when used against the Punisher & Venom. 😮
Hulk actively avoids harming innocent people. And in terms of the scenes of him causing mass destruction usually it’s collateral damage from him fighting. He has never actively killed an innocent on purpose and he actively avoids harming them as much as possible. So basically even if he has accidentally killed people it won’t work because he has never genuinely intended on harming them
Hulk accidentally unaliving one person and receiving the penance stare would feel like a bug bite to him.

The penance stare isn’t about who he hurts, it’s about if he has any degree of regret about it, which is why it doesn’t work on the punisher, not because he only hurts bad people, but because he doesn’t regret his actions

The hulk has NEVER intentionally harmed an innocent, not in 70 years of comics. Amadeus Cho proved it in the WWH run. The hulk ( no matter what version) mathematically calculates how hard to throw a punch, land, jump, etc before doing anything. He calculates how much rubble will fall, where the car will land and so on. The ONLY time he’s actually been out of control was at the end of the WWH run when he asked them to stop him before he broke the world. The one above all hulk also confirmed this
There is less known fact about Hulk that Hulk never directly harms an innocent. No matter how angry he is. It was stated that Bruce subconsciously controls Hulk that he never harm an individual.
Also after his fight with Tony in age of Ultron you see him actively experiencing guilt. Which implies subsequently that he did accidentally kill people in that fight with Tony.
I like how Hulk destroyed many building during his many rampages, and not a single person was hurt. Even the superheroes and villains he fought against never got hurt.

I read comics in the 80's where Hulk went on plenty of rampages. He caused buildings to crumble and massive car wrecks. Plenty of people were killed in those rampages. He wasn't being mind controlled either. It was all Hulk.
Funnily enough, the actual Spirit of Vengeance took over Johnny Blaze's control and just nodded at Hulk then drove away since he knows he is innocent
The reason why is hulk has to know hes harming the innocent and while yes there are comics showing that he became aware or was always aware. In most the hulk and banner are to completely different entities. The hulk was something banner created to cope with what was going on. The gamma radiation just put it into physical form. So because the hulk isnt aware he is hurting the innocent and is only aware that banner is stressed thus hurt thus must protect the ghost riders stare doesnt work on him. It can also be the fact that even if ghost rider pushed the shit which it was shown he could do that. He would inadvertently hurt banner as those two are linked on some level.
He can make more damages then Fightman that's for sure!!.
Also it is subjective to the person who commits the actitions, so if the hulk sees everybody on earth as an enemy then the hulk would be fine.
Also thanos did not care when he met the ghostrider because thanos is insane.

Ghost Rider is one of the greatest characters ever created.
It's a catch 22. The sentient version of the Hulk goes out of his way to avoid killing innocents, and the berserk hulk that destroys cities doesn't have the presence of mind to feel guilt.

i would say that ghost rider is truly powerful when his penance stare does work
Penance Stare didn't work on Frank Castle because he had absolutely zero regrets and TRULY BELIEVED his one-man war was justified.
The only thing stopping Ghost Rider, is the writers changing his Penance Stares god damn abilities over and over.
How the penance stare should work: you will feel all the pain you've ever caused whether it be physical, emotional or otherwise
Penance stare isn't necessarily the deciding factor, it's more the factor of Zarathos wanting to take down the hulk and using his full power. Zarathos didn't want to fight the Hulk, because he had no reason to. Zarathos was basically keeping Johnny Blaze on a bit of a leash here.
