    I don't know if "Smartest" is the best descriptor for the title here. This conversation concerns more bureaucratic conjecture over ideals, processes and policies on the abstracted scale way above the cutting edge of the technology being used and applied within the agencies and departments involved in cyber warfare. I believe if this group contained a speaker that was a developer or operator that works directly within the modern cyber warfare environment, like someone who gets their hands dirty on the daily, it would have been a much more meaningful and effective conversation.

      This is a weird discussion. None of the members seem to have any actual experience with hands-on cyber operations. Hard to understand the applicability of this discussion without any mention of actual cyber concepts.
