A lot of times, I admire programmers who can pull off such amazing and complex things on such an underpowered, outdated machine. It really goes to show how much effort was put on videogames back then -- hell, and in this case, the sh-tton of work, even, that homebrew programmers put on their works, compared to how nowadays you can't even run dated 2D games with decent performance if you are broke and can't get a better computer. This is big stuff. It's awesome.
There's a technical explanation linked in the description, but the tl;dr is that it works by updating a bunch of tiles on layer 1 and layer 3. Layer 1 is for the actual foreground, and layer 3 is for the glow effect.

For the most part, you just gotta learn programming. A large portion of this hack was pre-generated outside the SNES with a build script.
