(Why time frame is so less?) because punjab gov and haryana gov banned farmers to plant paddy crop before 20 July to conserve water.

this straw can even be simply powdered to use in eco friendly construction. straw powder mixed with clay and cow dung can be shaped into bricks. that will save the cost of so many process in making it a pulp and making disposable cutlery. it will still have to be "disposed" !! whereas making bricks out of it can be a permanently used in building eco friendly homes. Shredded straw can be used to make ropes and can be used to make mats , tents, carpets. these straws can be reused with minimum processing if used in this way. no need of any machinery except for dry grinding them into a powder or shredding them to a wool kind of consistency to make ropes out of it.

These types of eco friendly products should be in market. But first we need to ban plastic .

It seems that just tilling in the residual material after harvest would enrich the soil and help it retain moisture. But maybe they are planting in rapid succession, so the material would use up too much carbon. They could also harvest it and use it for mulch between the rows once it's pulverized. India has some amazing soil.

You are right. It's already well known that the main reason farmers resort to stubble burning there is because they have to plant the next crop quickly to get the yield before winter gets harsh. The problem is more of time management than disposal.

When you say chemicals, this method is already there for ages. We have just changed the raw material to rice straw. We need something where we do not use chlorine agents for bleaching. If you guys are not bleaching its fine otherwise its same business of paper mill but just different model.
