From likes to reuse ideas either for call backs, or because they just love those ideas. Romania is basically another iteration of quelag, in terms of design (lady insect). Also in the base game theres the twin gargoyles fight which is a call back to DS1. The fights obviously way different but present the same ideas, just with a twist.
Ι love when From reuses something that was either bad or mid/ok-ish at best and make it work even better in their next installment. (It can be boss designs, weapon arts etc)
This instance is a nod to Dark Souls 1 for me. I see what you are trying to say and I am not going to be the typical defender and say From does everything perfect. On the other hand, I wouldn't say Elden Ring is just recycled content better served.

AC6 really reminded me of ds1 with its opening cutscene, theyre so similar. love how much they still use ds1
