This villain literally makes my skin crawl. Such a grotesque concept but it's realized very well here. As for the question, There's a lot of comic villains out there I find to be genuinely terrifying, I don't know if I'd ever be able to pick just one.
Yeeeah. There is plenty of overlap between the two though (such as Mignolia's own Kroenen). That character is living nightmare fuel (although, probably not super forgotten).
I mean it's no real contest that one-offs are the most forgotten, if he wanted he could do a video where the fact the villain is forgotten period is scary.
Either way, he'd probably nail either (mad scientist, Nazi villain, one-off, etc.). It's always interesting to learn about more Rogues (or forgotten heroes now).
I love this guy. I really like the dynamic between his and his brothers powers, Scramble's organic manipulation and Madison's inorganic manipulation is such a neat idea and opens up a lot of possibilities for creative power use. Just look at Scramble's tendency for creating Cronenburgian monstrosities!
That's probably why Marvel decided to kill the character off. He was TOO powerful, almost like Moira MacTaggert's son Proteus. Lionel could read and intuitively rewrite the DNA of any living creature and alter it on a molecular-genetic level to anything he wanted with a single touch. Sure there were the scarier aspects of this ability as you pointed out. But this guy could have also done things like help auto restore lost limbs, disfigurements, eliminate disease, cancer and even remove the DNA genes that activate the senescence cells, effectively ending old age! Heck, he could literally change the race of an individual if he so desired. The possibilities are, quite literally, endless.
I would love to see more Alternate reality stories with Lionel Jeffries. He could be made into both hero or villain. The world's more perfect assassin inflicting 'natural' defects into targets that kill them without a trace of evidence or the perfect means of changing a spy's indentity. Healing was just the tip of the iceberg. BTW, he did appear, postumously, one last time in Alpha Flight. The "Master of the World' used the last remaining essence of Scramble and his own incredible will and intellect to reform himself and heal his injuries creating the 'Perfect' form for himself.
I would love an R-rated horror film about Alpha Flight with Scramble as the main antagonist, you could bring in a lot of horror effects artists like Tom Savini and Rick Baker and it could how you do a superhero horror film right (I'm looking' at you Venom.) Anyway, I think you should focus on a human monster for the next video, by which I mean a horror villain that looks like normal human being, but posses an evil and psychotic identity e.g. Norman Bates, Hannibal Lecter, John Kramer etc. The best choice for this would be James Gordon Jr, the disturbed son of Commissioner Gordon and brother of Barbara Gordon aka Batgirl. As always, great video.

There's not much I can personally say here, since, like you, I know nothing about Alpha Flight. What I CAN say is that this is probably my favorite villain you've covered so far during "Spooktober." His power is fascinating and horrific, his personality seems wonderfully wild, his backstory is tragic and haunting, his design is a lot of fun, AND he has a personal connection to the hero that's pretty intense. I would actually love to see a movie with this guy as the baddy. HOWEVER, I don't think he's the scariest. For me, that still goes to The Thousand. This guy I find more unnerving than genuinely scary, if that makes sense. I guess it's just a matter of different tastes. Both are pretty freaking creepy dastards.
In other words, he's a perfect villain haha. Yeah, he's pretty damn great. It's a shame he's got so few appearances to his name; I would love to have seen him go up against the X-Men, him being a mutant and all.

Every single villain of that series is some sort of metaphysical abomination, some twisted manifestation or personification of a concept. They can be either delightfully absurd and nonsensical or utterly terrifying. The Scissormen, Alias the blur, and the Candlemaker come to mind.
A solid choice. I just wish more creators depicted Crane as TRULY scary, as that is what he should be. The master of fear, after all. We need that R rated horror Bat movie with Crane as the main villain ;)

If he wasn't healing or maybe creating athletes then he could only transmutate living beings into things which only the likes of Dave Cronenberg and John Carpenter could have dreamt up. And let's not forget when he became Omega. Even scarier - not to mention uglier. Still, the other thing that doesn't get discussed is he was also a Vietnam era veteran who suffered from PTSD. He, like his brother Madison is Canadian but they joined the US military during the war campaign. And watching his entire platoon get blown up and dismembered would have made anyone lose it. That's what kickstarted his madness. Trying to put them back together again is where it became permanent b/c he quickly realized his powers didn't allow him to resurrect the dead and he couldn't accept that.

I’m of two minds on rogues like these, I wish they were still around because of potential, but on the hand maybe it’s better this way, I think the stories you describe here are as good as it can be for Scramble, having him come back more and more might take away some of the impact of it

I don't know why but the older art is, actually horrifying, frightening and grotesque. The "modern" art feels, tame. Lacking. It has to be with that shading/coloring method just didn't fit.

I read the original arc back in the day in Alpha Flight and really dug the character, Forge's troubled brother.

Scramble looks like a good villain that Alpha Flight could protect from the Avengers/Shield.
