Honorable mentions: Carmine Falcone and Black Mask (like the Penguin, they both have substantial criminal empires, high intellects, and are willing and able to do the dirty work themselves if their hired muscle isn't capable); Onomatopoeia (one of the few villains Batman has never officially beaten); Professor Pyg (like Hugo Strange, he's a brilliantly capable creator of monsters to serve him well); Victor Zsasz (while he has no superpowers and almost no money, he is dangerously unpredictable just by not having any pattern of killing alone); Catwoman (while she is now considered an antiheroine, she is almost always able to avoid capture and defeat by the World's Greatest Detective); Firefly (he created his weapons and battlesuit himself, which made him arguably Batman's most destructive enemy [next to the Joker]); The Court of Owls (like The Demon's Head and the League of Assassins, they are an ancient, murderous secret society that has access to much financial resources, formidable assassins/enforcers, and abilities that can resurrect the dead, but unlike the League of Assassins, Batman didn't prove their existence until much later, and he apparently always needs help when fighting them, not just when they apparently expanded internationally).

It’s better to think about the more super-criminals with clever costumes and names than Batman’s regular villains who are more difficult to throw away in jail due to them being rich and having tons of lawyers, plus people working within the police.

Don't get me wrong I know the riddler was more violent and darker in the new batman. But intelligent idk about that he gave himself away right away. That Riddler adaptation in Matt Reeves' Batman was one hell of a villain but also a very very unique take on the Riddler. Hugo Strange is someone who would fit a live action movie very well. B.D Wong did a great job in Gotham, but wasn't able to live up to the characters true story. I was hoping that Strange was going to be used in The Batman 2, alongside Hush. I think the 2 characters would work well in a psychological thriller against Batman.
Riddler isn't the smartest. He's the most incompetent "villain" in DC. Batman solves his riddles as if it were meant for children. He can't get off his high horse because he lacks the humility to step down. If someone solves every riddle you throw at them, who's the smart one? Not you.

The fact that Ra's al Ghul isn't number one disqualifies this list. Centuries of scientific, tactical, and Occult knowledge easily have him ahead of the rest.
You don't read that Much Batman Comic Books, there are way smarter Batman Villains than joker, joker's plans works because he throws everything he has and doesn't hood back as much as other Batman Villains and Batman itself in a sense joker's plans works because they are so recklessly stupid noone expect them except Batman Villains Like DAVE and Batman itself!
"The Dark Knight Rises" was such a disappointment. I truly believe the movie's main villain should have been Coleman Reese, who discovered Batman's secret identity in "The Dark Knight". In the third movie, he could have used this secret to turn into the Riddler and try to blackmail Bruce Wayne, thus causing chaos in Gotham. Missed opportunity 😢

You don't read that Much Batman Comic Books, there are way smarter Batman Villains than joker, joker's plans works because he throws everything he has and doesn't hood back as much as other Batman Villains and Batman itself in a sense joker's plans works because they are so recklessly stupid noone expect them except Batman Villains Like DAVE and Batman itself!

I think penguin should be higher because he’s considered as smart as the riddler
"The Dark Knight Rises" was such a disappointment. I truly believe the movie's main villain should have been Coleman Reese, who discovered Batman's secret identity in "The Dark Knight". In the third movie, he could have used this secret to turn into the Riddler and try to blackmail Bruce Wayne, thus causing chaos in Gotham. Missed opportunity 😢
