Arthur was definitely meant to be able to go to New Austin in the beginning of the game's development. There's a dead sure proof for it in the dinosaur bones side quest. If you play by the rules, you can only finish this quest as John in the epilogue, for one of the bones is hidden in New Austin. But if you cheat yourself into New Austin as Arthur and get said bone (plus all the other bones) to finish the quest before the end of the main story, the cutscene at the end of the mission is fully animated and voiced by Arthur's VA.

The invisible sniper really is a lazy and nonsensical way of keeping players in the "new map". Rockstar probably ran out of time and couldn't think of anything else to do with it. New Austin is the largest region in the game, yet it's the poorest when it comes to content. Why they didn't just leave it open for Arthur to travel to will always puzzle me, but then again, RDR2 has a bunch of design flaws. On the subject of narrative inconsistency, there's a camp dialogue where John reaches the conclusion that Dutch's talk of "family" is just a way for him to manipulate the gang. Which is odd because John offers no hint of disbelief in Dutch in RDR (outside of leaving him to die), never really questioning his indoctrination. That dialogue would have made far more sense for Arthur, if at all.
If you have reverend on the back of your horse after saving him from the train bridge, you can travel to all these areas without the sniper or law after you.

That whole encounter with Uncle in Blackwater also happens at Keane's Saloon in Valentine. The fact it triggers in Blackwater is interesting. Perhaps it was originally supposed to happen there before they changed things. Or perhaps that encounter is supposed to trigger in Blackwater in the epilogue with John if you never triggered it in Valentine.
They aren’t fully the same encounter. I had both of them in the same play through, the one in valentine seems to be exclusive to arthur, while the one in blackwater is exclusive to john. Its probablt supposed to be a little running gag

Instead of Guarma, Rockstar should’ve had the gang shipwreck on to New Austin instead. Sets up Bill & Javier’s future along with Dutch’s as we collect the Blackwater money and Micah snitches.

Some of this audio is also used in playable areas but there is cut dialogue in the files that where supposed to be used in new Austin Mexico also has music that was cut meaning you were originally going to go there if you manage to glitch to mexico you can hear the music
I saw a comment the other day that perfectly explained why Arthur in new Austin was cut. Basically in the epilogue john was supposed to return to guarma via paying $100 for a ticket (Guarma was originally a smaller island) so he could do unique content there. There was going to be one side mission in guarma which Arthur or John could do then one only john could do. There is also cut collectibles and the like for guarma. This was so when players got to be John there would still be things left to do if they had done everything as Arthur. Arthur would’ve been able to explore lower west Elizabeth and new Austin to his hearts content but then guarma’s content was cut. This meant if Arthur could go to new Austin and lower west Elizabeth then there wouldn’t be anything left for the player to do as John so they decided to prohibit Arthur from those areas.
Here’s a proposal: after a while, the lockdown opens up the western portion of West Elizabeth, and New Austin becomes fully explorable without the invisible sniper?
Arthur was removed from new Austin because the area is unfinished. The prologue was scrapped in favor of this area. They couldn’t do both within scope both suffered in production heavily but in the end I’m happy we got more map even in its unfinished state.
I feel like rockstar dropped the ball with the epilogue. Don’t get me wrong it’s a great tie between both games, but I think they wanted to make Arthur a picture perfect protagonist and once he died the rest was unfinished fan service. John’s model is completely wrong, Bonnie’s ranch isn’t nearly as finished as it should be canonically, no sign of Marshall Johnson (cholera or not he isn’t even there for online) Railroad isn’t even in the beginning stage of being built in west Elizabeth. Those are just small oversights on rockstar with the epilogue. No hate on Arthur but, don’t go preaching detail just to drop the ball when it comes to John. It’s like Arthur was to drag new players in and John was to pay homage to Rdr 1 players with rush /cut content.
It likely due to it being rushed they just used what was going to be the 1899 New Austin and West Elizabeth for the epilogue which is why it is so underdeveloped

In RDO and Chapter 2 you see black water isn’t any bigger or advanced as a town like valentine. But in the epilogue the bank and agency building is under construction. I personally thought before the game released and the map was leaked (2016) west Elizabeth was the border of the map and we’d only be able to see small settlements across Stillwater creek such as thieves landing, like the fort in Mexico is currently. But, they opened the whole state just for 1 mission (which John taking part in is a plot hole in itself) and some rushed side missions.
I like to think that the devs were originally supposed to remove all of the audio and the journal sketches, but someone at Rockstar found the buggy glitch and made a secret agreement with the devs to keep all of that in the game. It’s almost a reminder of what great games like this could be with a little more time.
@vicecityrocks1 In order to obtain that version of the game, you have to install the game solely from the disc without internet. Not everybody buys discs nowadays though.
I like to think it in this way: To my knowledge (correct me if mistaken) Arthur never mentions anything about New Austin, not even in his journal, just Blackwater, which is placed in Southern area of West Elizabeth. Arthur & Hosea mention West (I imagine they mean New Austin) in Chapter 1 & 2, and they said about avoiding Blackwater and going back to the West to buy a virgin land after they start getting some more money, also they were initially planning on getting the Blackwater money back since it was stashed. Micah was mentioning it a lot too... Also, in all chapters there happens to be a big gunfight in the main town of the state they're in, Chapter 2 we have the shootout in Valentine after herding the sheep with John and saving Strauss in that wagon, chapter 3 against the sheriff gray and his gunmen in Rhodes with Bill, Sean (RIP), Micah and Arthur. I know these shootouts aren't as big as Blackwater ones cause they're small towns, still doesn't make any sense to be able to go back there if we follow the logic that the game gives us of not visiting Blackwater and New Austin, also the thing is the Saint Denis Bank robbery, some of the gang members in that robbery mentions that the St. Denis heist is even worse than Blackwater, and yet after Guarma we still hit back to St. Denis, also a reminder that St. Denis is the biggest city in the game, which means better security and law enforcement. Also Dutch mentions in the mission where Arthur gets drunk with Lenny that his face is all over West Elizabeth, wouldn't that mean that the gang itself is wanted there? why are we allowed to visit the rest of West Elizabeth without the Pinkertons chasing us? My guess is, that after what happened in Guarma, since Guarma is close up to Cuba, it would make sense to Arthur instead of ending up in Van Horn after getting back from the islands, he ended up to Mexico and then crossing the San Luis river, and doing a few missions there, avoiding making noise there, and eventually making your way through Blackwater and ending up in the new camp where Sadie and Charles brought the gang in, and they could've make New Austin accessible from that part of the story since we are still allowed into St. Denis after the robbery and the Guarma incident, and that for me doesn't make any sense since I bet that the St. Denis robbery was way worse than the Blackwater incident.

They should’ve made New Austin the place you dock on your return from Guarma. So Arthur has to do some missions in tumble weed and armadillo and then he has to escape the law in Black water and then the Unshaken segment plays escaping Blackwater

Its actually my belief that if you choose to go after the money in the last Mission. Arthur would have survived instead of John before it was cut. It would make sense as going after the money even in a bad play-through makes little sense as Arthur is dying anyway. Also it would fit the Doc Holiday story line that Arthur is clearly ripping off him living the rest of his life in a resort town like Strawberry
Guy I used to work with was telling me about the invis sniper when I first started playing. I totally thought he was talking shit; until I was proven wrong
Well, considering the fact that there’s cut dialogue of both sheriff Freeman and police chief Dunbar, have cut lines of dialogue relating to Arthur being present at their normal locations. Which are Tumbleweed and Blackwater. Certain areas you can’t normally access in the public release of the game without the use of glitches and modding. And also, Dunbar has a 1899 outfit that is never seen in game. Perhaps another reason could be the cut gunslinger Frank Heck. He would be encountered at the Saloon in armadillo playing a game of cards. Arthur would have a choice of participating and exchange Frank will pose for a photo, or Arthur will deny and Duel Frank. It was here it was presumed you can pick up the High Roller revolver. Even though he was cut, some attempts were made to port over the mission to Saint Denis. But ultimately, in the end he was cut. Another could be the fisherman’s hat. Which you can actually acquire, though in a way of means that provoking him and attacking him. Originally, Arthur and Jeremy would go to Rio Bravo to catch the Channel catfish. Arthur would have a camera in his possession while Jeremy would be angled in front while attempting the catch the fish. However, Jeremy’s attempts ended up with him being pulled in the water by catfish’s extraordinary strength. It’s here where Arthur would pick up his hat. Just evidence I have gathered.
We, the Red dead community. We should make a hashtag for Rockstar to make New Austin available to Arthur, even if it's through a cheat like the ones currently available in the game. If we come together, it is possible.

I think it’s nice for John to have some postgame content, but then again he kinda shouldn’t be at Tumbleweed until Rdr1, let alone Mexico. But it is what it is.
I really wonder what made rockstar change their mind about New Austin from what’s been cut it’s evident it was part of the game. A prologue DLC would be amazing. Getting to see the gang in Blackwater before the heist, the Callander boys and Jenny Kirk. The last mission could be Arthur and Hosea doing something together and at the end we get a cutscene of Dutch coming back telling everyone to leave!
Very interesting video. The sheriff in tumbleweed is kind of an asshole and to him talk about Arthur made me angry 😂😂😂 It's really crazy that we never got any DLC for this game. I'm actually still playing it today in April of 2024 and it's still amazing. Rockstar games could definitely capitalize on the fact that there is a new fan base for the game and still the existing fan base. I'm sure if they weren't so busy with GTA 6 hype that we could possibly get some added content. Here's hoping. Thanks for the video. Subscription added
Most of this stuff was cut so the game could be released on time. It would be great if they deleyed it or added in some of the side missions in updates, but that will never happen cause its Rockstar
I bet it was originally planned to start the game in New Austin, allowing you to roam freely in the west. Then do the real estate scam with Hosea while the black water heist went on and then you had to flee up the mountains.
I was always curious about why arthur could not go there, now thinking deeply about it probably has 2 reasons: 1) they didn't want to release further than 2018, because it wasn't planned on beta, that's why they didn't fixed the small details to make it just like rdr1 and didn't make mexico at all 2) because they probably wanted to make epilogue more interesting, to have something to explore, and quests to finish, otherwise the player would just rush to american venom. If that whole region wasn't blocked people would say that the epilogue was too small or too linear almost like guarma.
I wish I could complete all the trapper outfits with Arthur but then again you can use the Brontë glitch to own all outfits but I wish Arthur could have the prong horn trinket so that he wouldn’t have to worry about animal carcasses going bad before getting back to camp
I always wonder why new Austin was included in this game at all? It doesnt fit in my opinion. They should have used that space to make a bigger new map instead. Same with Guarma. The Guarma part of the game was really bad imo.

Restricting Arthur from entering New Austin without glitches is a crime onto itself. Why not eliminate N.A. entirely and instead focus on expanding West Elizabeth, Blackwater, Tall Trees, and the Great Plains? Yet as folks have stated New Austin was simply fan service to fans of the original Redemption. Maybe an enhanced and expanded edition on the tenth anniversary, restoring the cut content for Arthur? For blackwater it makes sense that arthur morgan can't be there as he is a notorious outlaw who participated in the Blackwater massacre ! The sourrding places like west Elizabeth and tall trees .... yeah they might keep a look out for him .... that's like an escaped convict from the state of of Pennsylvania.... the states of New york, New Jersey,Massachusetts ,ohio and vermont would be sure to keep a look out for the escaped convict from Pennsylvania.... now if they were smart they would go to yellow knife canada ( that's way up north)

Well, considering the fact that there’s cut dialogue of both sheriff Freeman and police chief Dunbar, have cut lines of dialogue relating to Arthur being present at their normal locations. Which are Tumbleweed and Blackwater. Certain areas you can’t normally access in the public release of the game without the use of glitches and modding. And also, Dunbar has a 1899 outfit that is never seen in game. Perhaps another reason could be the cut gunslinger Frank Heck. He would be encountered at the Saloon in armadillo playing a game of cards. Arthur would have a choice of participating and exchange Frank will pose for a photo, or Arthur will deny and Duel Frank. It was here it was presumed you can pick up the High Roller revolver. Even though he was cut, some attempts were made to port over the mission to Saint Denis. But ultimately, in the end he was cut. Another could be the fisherman’s hat. Which you can actually acquire, though in a way of means that provoking him and attacking him. Originally, Arthur and Jeremy would go to Rio Bravo to catch the Channel catfish. Arthur would have a camera in his possession while Jeremy would be angled in front while attempting the catch the fish. However, Jeremy’s attempts ended up with him being pulled in the water by catfish’s extraordinary strength. It’s here where Arthur would pick up his hat.

We, the Red dead community. We should make a hashtag for Rockstar to make New Austin available to Arthur, even if it's through a cheat like the ones currently available in the game. If we come together, it is possible.

I always wondered why the gang never sent John to get the blackwater money back since he's able to go there in the end or did I miss something?
John isn't allowed there until the epilogue plus mostly everyone is either dead or taking on a new life like him

I think it’s nice for John to have some postgame content, but then again he kinda shouldn’t be at Tumbleweed until Rdr1, let alone Mexico. But it is what it is.
I really wonder what made rockstar change their mind about New Austin from what’s been cut it’s evident it was part of the game. A prologue DLC would be amazing. Getting to see the gang in Blackwater before the heist, the Callander boys and Jenny Kirk. The last mission could be Arthur and Hosea doing something together and at the end we get a cutscene of Dutch coming back telling everyone to leave!
I would love to see that skeleton be a secret monster in a future game.

Very interesting video. The sheriff in tumbleweed is kind of an asshole and to him talk about Arthur made me angry 😂😂😂 It's really crazy that we never got any DLC for this game. I'm actually still playing it today in April of 2024 and it's still amazing. Rockstar games could definitely capitalize on the fact that there is a new fan base for the game and still the existing fan base. I'm sure if they weren't so busy with GTA 6 hype that we could possibly get some added content. Here's hoping. Thanks for the video. Subscription added
Most of this stuff was cut so the game could be released on time. It would be great if they deleyed it or added in some of the side missions in updates, but that will never happen cause its Rockstar
I bet it was originally planned to start the game in New Austin, allowing you to roam freely in the west. Then do the real estate scam with Hosea while the black water heist went on and then you had to flee up the mountains.
I was always curious about why arthur could not go there, now thinking deeply about it probably has 2 reasons: 1) they didn't want to release further than 2018, because it wasn't planned on beta, that's why they didn't fixed the small details to make it just like rdr1 and didn't make mexico at all 2) because they probably wanted to make epilogue more interesting, to have something to explore, and quests to finish, otherwise the player would just rush to american venom. If that whole region wasn't blocked people would say that the epilogue was too small or too linear almost like guarma.
I wish I could complete all the trapper outfits with Arthur but then again you can use the Brontë glitch to own all outfits but I wish Arthur could have the prong horn trinket so that he wouldn’t have to worry about animal carcasses going bad before getting back to camp

I always wonder why new Austin was included in this game at all? It doesnt fit in my opinion. They should have used that space to make a bigger new map instead. Same with Guarma. The Guarma part of the game was really bad imo.

It’s common knowledge that Arthur was allow roam new Austin but clearly got cut it would of been cool to able to roam new Austin with Arthur but you cart have everything
Restricting Arthur from entering New Austin without glitches is a crime onto itself. Why not eliminate N.A. entirely and instead focus on expanding West Elizabeth, Blackwater, Tall Trees, and the Great Plains? Yet as folks have stated New Austin was simply fan service to fans of the original Redemption. Maybe an enhanced and expanded edition on the tenth anniversary, restoring the cut content for Arthur?
