The real reason they didn't kill Simba off is because they couldn't profit off him anymore lol. TLK (original movie) is one of Disney's most popular movies, if they killed off the OG, then they'd lose money because they could no longer make the merch. No one buys TLK2 merch, even today in 2024, we still buy merch with Simba on it.

The scene where Kovu was playing with the bug also has Nuka and Vitani running up to them saying that Simba’s cub was born and that it was a girl. It was an immediate plan for Kovu. So it puts into perspective how far apart they are in age (not much.) Kovu had already been born when Scar was killed (but was a newborn.) And I’m willing to bet Nala had gotten pregnant during the “Can You Feel the Love Tonight” scene. So Kovu is a little over three months older than Kiara. He was approaching adolescence just based on the beginnings of a mane he had when he met Kiara. Which is neat.
Maybe it would have been better if Simba was killed after all when Kira was a Cub. He said that one day I won't be here and I need you to carry on in my place. I mean, if Simba did die, kovu would have been the new king. After all, zira was planning for him to be the new king of Pride rock Anyway, even though he's not related to scar, but he did choose him to be the new king.

What i like about that deleted scene with Kovu not killing the bug and zira getting mad at him later could reflect how he won't kill Simba later in the movie.
