"+P+" supposedly indicates a load that goes beyond SAAMI pressure standards (at least it used to mean that). But since the Colt-pattern 9mm carbine is blowback, "safe pressure" means something slightly different from what it might mean in a locked-breech gun. The short answer is, I dont know.

Yes barrel is marked C MP.
Would it be possible to convert it back into .223 by taking out the 9mm insert and swapping the upper?

It’s not a shell deflector it’s a gas deflector pretty cool
Colt Armorers Manual CM118 states Gas deflector as well.
