    I would like to point out an observation and opinion. The Vulcan ambassador that the Romulans kidnapped? When she revealed herself, she had no ridges on her forehead. At first I figured it was because she had yet to have her physiology restored. But... what if she actually were just a Vulcan? A defector. Yes, she had a Romulan name and rank. But what if those were adopted. What if the Reunification movement was just as alive and well on Vulcan as it were on Romulus?
    Think about it. That may explain how the Tal Shiar was able to sink its claws into Starfleet and the Federation. Or at least create the illusion that they had spies everywhere. By hiding in plain sight...

      I bet there was a reunification movement alive and well on Vulcan. Perhaps Ambassador Sarek and his son argued about that way into the wee hours at home from room to room for days. I can imagine. At the end of his life, Sarek may have been reliving the arguments in the whispers to himself. I love political Star Trek!

    Honestly, I could see the Tal Shiar creating a Romulan knockoff almost as soon as Starfleet had them, but never releasing the tech to the civilians. At worse, the could have bought/stole a Ferengi holosuite.

    I took the defector's amazement more of how closely they were able to reproduce Romulus, not necessarily the quality of the technology itself.

    could it be the tal shiar has had holodeck tech for awhile just they keep it exclusivly for themselves and few others in the empire know about it?

    I would argue that in the Defector, it wasn't the technology that amazed him, but that Starfleet knew his home so well that they were able to recreate it perfectly. Considering their relations, it's a wonder that Starfleet knew anything at all about Romulan worlds, especially in enough detail to just call it up on their holodeck in perfect detail.

      Starfleet may well have been founded as an exploratory organisation and they may still be its 'primary' function but by the time of TNG Starfleet is for the the Federation: Its military. its foreign intelligence agency, its domestic intelligence agency, its 'nation wide' civil police force (with member worlds still having their own domestic civil police in some cases), acts as the Federations customs enforcement (though you could lump that in with the previous one), its main source of medical aid, oversees most R&D within the Federation, handles a large amount of the Federations diplomatic missions or provides support for them when and a real Federation diplomat is around.
      Starfleet is a stupidly large and powerful organisation by the TNG era with its hand in basically every aspect of life within the Federation , one could easily argue it in fact has to much power.

      Arivael Nah, it was very clearly a military organization all the way back in TOS and the TOS films. The non military status Picard seems to believe in must have come to be sometime in the intervening decades.
      But I believe this is simply a man with his own idea of what the fleet is and what it stands for, because even at its most peaceful state there’s never a point where starfleet stops being the only armed defensive force for the entire 130+ member worlds of the federation.
      You would think that the fleet would consist of or be supported by a collection of member world vessels, but you never see a single Vulcan Tellerite or Betazed ship around!
      Regardless, if starfleet isn’t a military by even the loosest definition then there must be some other organization responsible for that duty, and I think that might have been an interesting route to go with TNG.

    Just a random comment about your saying the Federation doesn't respond to the Romulans (you mentioned it a couple of times), it should be pointed out that the Federation response to this Romulan trickery wouldn't be something you would see Picard doing. It would be the Federation Secretary of State, or whatever their equivalent is, deciding how the Federation should respond. Granted, other than military strikes I don't know what those responses could be that the Romulans would care about. But considering the limited scope of the show, we wouldn't know what the Federation's response was.

    Other Races have their own version of a Holodeck. Remember the Ferengi has a Holosuit but it's not as great as the Federation's Holodeck. The reason for this is because Feds have the advantage on their most important Tech. Replicators. No series that introduces other races having a similar tech like the Holodeck was shown to actually do the advance stuff like Lethal Mode or should I say "Safety Off" like that can be found in the Feds.
    Although you can take it with a grain of salt since only a very few mentioned this, but because of the Replicator tech you can indefinitely live inside the Holodeck as long as it has power. It will supply you with everything, something that the other race's version of the Holodeck, Case in point the Ferengis holosuit you still need to bring drinks etch.
    Lastly there's nothing surprising about the Feds having high tech and even sometimes one-up the Romulans. Remember the Romulans Pride themselves as great infiltrators and boast of their Cloaking Tech. Yet they where caught off guard when they found out that the Feds where developing Cloaking Technology right under the noses of Tal Shiar. Well we can thank Section 31 for that.

    You don't have to steal or espionage holodeck technology. Holodecks are Ferengi designs. All you have to do is come up with the Latinum. The Romulans will have their holodeck matrix delivered on-time...with a few extra charges added on of course for delivery and handling.

      Back then the story was pointed at the exploits of one James T. Kirk and little energy given to character development to the Klingons and the Romulans who were little more than stereotypes of our fears about them. They were somebody to hate, not people with their own motives and cultures. Glad to see development over the years in Trek.

    Yeah an Enterprise calls for help an gets maybe a Miranda or a Galaxy as backup.. or maybe a pair of Oberths if hes lucky.. like when only a small token fleet came to the aid of Defiant and DS9 against what's basically a BiG Klingon fleet. That had ships to spare, to cloak an ambush that small relief force.. which is why partly.. I didn't understand so much why only 6 instead of taking the time to send about 6 dozen or so to such a strategically important place in dire need of assistance.

    Didn't they have holodeck tech, I remember an early episode where they held Riker in a simulation, where they were far enough in the future that the Romulans had joined starfleet, but it was all a simulation

    Is it possible that Starfleet intelligence know that the ambassador was a romulan agent and so were allowing her gather what they wanted the romulans to know so were assisting her but like making sure she wouldn't get discovered and that's why there wasn't seeming no repercussions as it was a Starfleet intelligence OP but why satin didn't know as I doubt a former admiral wouldn't have the clearance to know.

      She's pretty awesome, but I think the biggest part is that we actually see the Romulans succeed for once instead of constantly being foiled like a bad TV show villain

    Also....why would the Romulans bother to kidnap their agent when she was going to be returned anyway? Why give themselves away? I personally like the Romulans, altho they seem less smart than Vulcans and don't have cool powers and they could be less ridgy but whatever.

    I don't think the Romulan admiral was impressed by the holodeck tech, I think it was that they could make a hologram of something on Romulus. Just my thoughts though, could be wrong.

      It's was also stated early on in a couple season 1/2 episodes that the Enterprise's holodecks were more advance because they could replicate smells and appearantly create actual things like water and snow.
      Perhaps the Admiral was impressed at the level of immersion the simulation gave him.

    the remark of holo tech could have been dishonest or even mocking in a way. Maybe even somewhat secret, or at least dont volunteer said information to foreign peoples vs top secret. If it's not common knowledge you have it, you can get away with the tactical surprise uses of a thing. But it's probably just a script writing contradiction.

      Voyager hints Starfleet has had holodecks on Earth for a fair while, albeit updated by TNG time. Klingons got the tech in Enterprise, also.

      The Romulans do not have admirals. They only have generals. Not once on screen they said admiral XXX always general XXX.
      Another point to make is that Romulans think their tech to be the best. So someone being amazed by the holodeck is their way of saying that it might be better.

      The Tal Shiar have generals. Jarok was an Admiral, so was Valdore.
      It's the Klingons who mainly have generals.

    To explain the holographic tech the talishar and Obcidin order are intelligent agency and would have stole the holographic tech from the federation and keep it from the military like when the British broke enigma and the navy intelligence broke the Japanese code but used when need not tip their hand
