What went wrong was your mousse didn’t emulsify which is potentially your do with your blender motion but what you need to do is STIR. The water is correct but it a) should have been boiling water and b) you need to mix it and not in a beat way just literally a quick stir to break down the oils so it emulsifies. When it turns slightly lighter and shiny it’s mousse but you’ll need to break down the proteins. The blender you have seems to have extra sharp blades that are just chopping. You gotta actually BLEND to emulsify. Honestly I think if you’d stirred yours with a fork it might have been ok but that blender is some sort of tornado apparently

Water and chocolate doesn't mix. The base of chocolate is butter. Fat is hydrophobic. There's fat in milk..condensed milk or cream is great. Microwave a small amount of chocolate chips and cream for 30 seconds and stir to disolve.

I suspect for it to work you need an industrial blender (one of those that blend so fast they'll literally boil soups). There are legitimate water/chocolate mouse recipes (Heston Blumenthal has one).
