I doubt it. Looking at all the numerous government fails plaguing San Francisco, the more likely cause is the city’s failure to act as a business partner, and becoming a fine receptacle for any scooter blocking sidewalk violation. Of course if you are or appear homeless you can block anything at anytime with anything with no penalty.

People literally leave them laying down in your driveway, the sidewalk, in the middle of the road. Bird is annoying. Plus, it’s their fault. They’re marching when they launched said something like leave it anywhere. That’s what renters did. Bird was the problem.

I've never had an issue with scooters blocking entrances or pathways. Alternative modes of transportation are so helpful. It used to be super convenient when scooters were scattered around the neighborhood... it made getting to the bus muni or bart station easier. I wish they were cheaper to use though. I don't like using the Lyft bikes as much bc you have to find a docking area and if you don't it's super expensive.

I’ve lived and worked inn at least five cities with these things and some areas made sense but most of them are just confusing with no clear regulations on is it pedestrian is it bike is it a street transport. I was driving in midtown ok’d a few days ago and two people were in the street with traffic but not following any traffic rules, they were cutting around the driving cars to get on and off the sidewalk to get around lights into the road.
Another was on the sidewalk using crosswalks.
In Guthrie ok as a small redneck city, it’s nearly all preteen kids and older teen skateboarders using then to crash them into each other or drive off stairs and building railings. There’s also more brick roads and not clear streets or sidewalks for anything bike or scooter to safely be used so I’m not sure who thought it was even a thing to ring them here, but lately I’ve only seen them in one area so I think the city tourism group gathered them up and is now taking over who gets them.
