I fondly remember the 1st moment that got me saying "yep, I'm starting to get really hyped with this franchise" was during the General Blue arc of Base Dragon Ball. A freaking eel tried to electrocute Blue as he was chasing Goku in that cave and the dude not only survived that but strangled it with his bare hands. Compared to the other Generals who barely put up a fight, he was a real menace, his psychic ability and narcissistic attitude were neat too.
Turles doesn't get SSJ because his power is always considered to be unnatural and not connected to being a Saiyan. But beyond all of these characters, I really want to see more of King Cold. He's stated in various translations to be near Frieza in terms of power. We see him only in what seems to be a suppressed form. He's clearly pragmatic, when he wants to get rid of Earth from space and not bother, and when Trunks makes cubes of Frieza, he doesn't miss a beat and offers to make Trunks his new son. He seems to be far more willing to talk and take the strategic way out of things if left to his own devices. And we never see him do much of anything. He's just sort of there in filler, hanging out with Frieza and the Ginyu Force. He does nothing on his.

I should also be worth noting beast wars was completely rewrittened (pg13) Ghost Stories style so that verison of primal is a very different character. This goes especially so towards in beast wars metals and returns.
Honestly, the grand supreme kai is underappreciated for teh role he had, the power he exhibitied as a kaioshin and his overall role in the moro arc as well as being part of Buu.
To mention it we know turtles did kinda break up with freezer or did run away depending on how you want to see it and did made his own crew to conquer the universe by himself and if I remember correctly he doesn't care about what freezer did on his planet

I love a lot of characters I feel like in general most fans don’t even think about like Turles, Bojack, Android 13, The Ginyu force, Tapion, Cabba, Caulifla, and Kale. Love them for designs, personality, and definitely move sets. Even though all techniques in dragon ball are kinda the same but used in different ways, i fell in love with Bojack in Raging blast 2. A tiny bit of added lore from Xenoverse that I've always found interesting which you've seemed to miss, is during the Turles stuff in Xenoverse 2 the Elder Kai chimes in stating the Tree of Might has some form of Godly/Demonic origin and its fruit is Only meant to be consumed by the Kais/Gods implied as a sort of super rare ceremonial/celebratory delicacy (which I would hope so seeing as it takes a whole Planet's worth of life to fertilize, and seemingly requires Some form of life on the planet too so it couldn't just be grown on any baren world). This implying Turles is one of the earliest characters in all of Dragon Ball to use some actual form of Divine Power/Abilities (Divine as far as Universal Godly and Kais go, instead of something like "Earthly Divine" such as the Ultra Divine Water which might even just be a naming thing and is in no way actually Godly)
I want Hearts to be real canon so bad. First of all I like his design and his goals, and if he becomes canon we'll hear DIO's voice so many times in multiple episodes.

A character that I’ve always thought was really cool but doesn’t get much attention would definitely have to be Uub. Being the human reincarnation of Buu is already a neat concept, and seeing him be able to keep up with Goku as a child at the end of Z made me really interested in seeing how he could’ve grown by training under Goku given his potential. It really disappointed me seeing Uub get so quickly forgotten about at the start of GT, and then showing up to fight Baby Vegeta only to get completely bodied. His fusion with Majin Buu was a pretty well done scene in my opinion though, and I did like that he at least played a part in taking down Baby Vegeta in the end. I’d love to see Uub become a more significant character in the Super manga if they ever do choose to continue it past the end of Z in the timeline.
Granolah has insane potential as someone who can be competitive with goku and vegeta, but is not a saiyan or a villain, but looks human/saiyan. Hope they use him more in the future and not just as fodder for the next villain. kinda reminds me of Tapion

Honest to god i think goten is horribly underrated but in the lowkey way. He always gets the short end of the stick and has nothing to his name besides being the second half of gotenks who mainly takes from trunks.
I think as an evil Goku concept, Turles failed. But if you take that away, I think he is a fantastic villain. He fights to win any means possible. He likes fights which is in his Saiyan blood. His desire to get stronger because of his Saiyan nature fits why he would even sacrifice an entire planet to get stronger. I basically reviewed the movie on my channel if you wanna see why I think it is so great. Funny that Turles gets these non-Super Saiyan powers ups, meanwhile Pan gets nothing. I never liked Dabura as a notable threat. I just could not accept someone like him being stronger than Cell and the weapons served so purpose. I feel weapons don't have any advantage over ki attacks and fighting with your body. The only exception to me is Janemba who used his sword for a specific reason altering the way he uses his dimensional powers. Also we had a demon king in the past, and now we have one several billions times stronger. Hearts is pretty much goat. His concept is much better executed than Zamas'. I don't feel Zamas hate for human justifies him turning into a one dimensional evil villain who kills his own kind as well. Hearts has charisma and has redeemable traits that make him far more interesting. After his arc is over and he comes back, we see him using his mind reading abilities to explore some other characters. I enjoyed him reading Krillin's mind to give him emotional support. I enjoyed how he exposed Cooler's inferiority complex. I also enjoyed the little interaction he had with Hit, who thought what he would tell Hearts knowing Hearts can hear his thoughts, telling him why he should not kill the gods near the end of Ultra God Mission. Tho most are in the manga version. Zamas is missed opportunity. There were like 2 of them and you would expect the future version not to be tained like that. They could have played with exceptions where the future counterpart could be affected by the positive traits of mortals questioning if he is truly doing the right thing while the past version (who should have less life experience) could be the one driving him to evil. But nah, let's have them both one dimensional evil bad guys that fuse and whatnot. It worked for Baby because he was created for revenge and his abilities and being created from the Tsufuru king's cells justify in his mind him sacrificing his own people if it means to defeat a Saiyan. Baby can just can replace them with new Tsufurus. Also Baby's fears of Saiyans doesn't need much exploration and justification as there were several arcs focusing on these and even he was kinda an underdog in his arc to had to climb up the ladder to get the optimal body. His hate and fear for Saiyans grew bigger than his desire to rebuild his own race to the point he became what he feared. That is why I think the Golden Oozaru Baby form really works thematically. While Zamas taking Goku's body feels questionable and the "I am taking the sins of mortals" part feels kinda shoehorned as him turning what he feared/hated didn't feel a gradual shift. My underrated characters General Rildo: He has a chad veteran commander. He has unique powers as he can turn stuff into metal. He can manipulate the metal he creates. His allies, which are Machine Mutant soldiers can move through them, allowing them to ambush enemies. He has a rocket punch like 16. He has a form where his arm turns into a drill. He can merge with the planet and be near unkillable. But all people use him for is as a benchmark for Goku's power. Not for his unique powers and his battle tactics. His unique character where he even gives rewards to honorable soldiers like when he thought Giru helped them to defeat the Saiyans, he gave him a medal. Z Broly: This can come as a shocker considering this once was the most popular character. Mostly people look down on his because of his portrayal past movie 8. Broly is a perfect contrast to Goku. A literal counterpart. Both were born at the same day. Both are destined for greatness. Both clash with the ideals of Saiyan heritage. Normally, a low class Saiyan is looked down upon and sent to a planet with no threats: Goku was sent to earth and trained under gods allowing him to reach highs a normal low class Saiyan could never do. Broly is by technicallty an elite Saiyan, and thus would be treated with respect and get the education Vegeta got: Broly was so strong that King Vegeta considered him a threat and ordered his execution. Even after surviving the knife to the chest and the destruction the planet, Broly was brainwashed by his father thus robbing him from his free will. People say he has no character but that is further from the truth. Broly has all the Saiyan traits super charged and is absolutely evil. He understands the feeling of others and psychologically torture them. The reason he considers Goku a threat is because he can sense something in him one cannot see through normal means. The movie kinda plays with the idea too that these two are meant to fight each other for the survival of the universe. In my review on the movie I go deeper into it if you care to know more. Besides that, I think Broly has the best fight scenes and best transformation sequence for a villain character. Lonely Boy Adventurer also made great videos about the appeal of the original Broly. I think there is a reason why so many people used to like him despite him "being made because Goku cried". Because the main opinion shift happened because of TFS voicing their opinion and ruining what they see in this amazing character. Z Paragus: I think the main reason Z Broly is such a good character is also portrayed well with his relationship with Paragus. Paragus was proud of his son and loved him, but his fear of him grew to the point he had to brainwash him. Eventually Broly became nothing but a tool to him since he could no longer see him as a son. Indirectly, Paragus' decisions proved King Vegeta's fears correct. Naturon Shenron: I think I explained it once in a video. He pretends to be a goofy stupid dragon but in reality he is a sadist using other living beings as a shield. He mentally tortured Goku using Pan as a host and attacking the town instead of Goku. Naturon takes pride in his craft as he made an elaborated plan to how he causes earthquakes. He could have just blown up the town but he takes the extra effort for his own amusement. A small little detail I like about Turles' design is his eyes. Compared to Bardock and Goku Black, who rock squared eyes that are completely drawn in (much like Super Saiyan Goku's eyes), Turles instead keeps Goku's more rounded eyes with the line not completing the shape. Always thought it was cool that they kept Goku's eyes on him, because it helps pull the evil doppelganger together, alongside the two spikes in hair somewhat forming devil horns. As for a character I would have to consider underrated, I'd probably choose Dr. Wheelo. His movie was fairly unique at the time for not being heavily based on anything compared to other movie characters down the line that usually take heavy influence from current arc villains (Cooler to Freeza, 13 with Cell, Janemba with Buu, etc), he has a cool and surreal, hulking mecha design, and I like that his defeat has some nice irony to it: he hated the human race for seeing him as nothing more but a mad scientist and wanted to enslaved them once he acquired the strongest body, so what does Goku defeat him with? The Spirit Bomb, which requires the energy of all living things, including the people of Earth. I also know he's been given some recent love with Heroes, but I'm not too familiar with it aside from them calling him Dr. W and he has a human-cyborg design.
Like Hearts literally opposes the Gods, especially the Omni-King. And let's be honest... Zeno is a psychopath. That child decided "Poof" when he vaporized Infinite Zamasu but also Future Trunks' ENTIRE TIMELINE. He erased everything that Trunks fought for all while acting like a literal child. No wonder Hearts wants to kill him on top of vaporizing his own timeline; Xeno is unfit and too dangerous to exist. AND YEA, I think Hearts would have been a better fit as the final boss of Super for the anime than him being a Heroes only character and would have liked Goku even after he's defeated because the guy is doing what he wants, surpassing the gods. ... If you really think about it, Hearts could've been a really good bridge between Goku Black arc and TOP. Zamasu's crimes, if brought to light, could be his motivation to actually start his hunting, and Jiren being introduced as the mortal who surpasses Gods might've been his proof that humans didn't need Gods to live their lives by themselves
imo Hearts is a wasted character, cause he got no real reason behind his goal to free mortals from gods, it would have been a much better character if he had a real reason to hate gods. I was really exited when I watched his arc in SDBH anime, but when he revealed his plan to kill gods had no real motivation I was totally disapointed, he was just some kind of spoiled kid. I never watched SDBH after that.

After his arc is over and he comes back, we see him using his mind reading abilities to explore some other characters. I enjoyed him reading Krillin's mind to give him emotional support. I enjoyed how he exposed Cooler's inferiority complex. I also enjoyed the little interaction he had with Hit, who thought what he would tell Hearts knowing Hearts can hear his thoughts, telling him why he should not kill the gods near the end of Ultra God Mission. Tho most are in the manga version.
Zamas is missed opportunity. There were like 2 of them and you would expect the future version not to be tained like that. They could have played with exceptions where the future counterpart could be affected by the positive traits of mortals questioning if he is truly doing the right thing while the past version (who should have less life experience) could be the one driving him to evil. But nah, let's have them both one dimensional evil bad guys that fuse and whatnot.
It worked for Baby because he was created for revenge and his abilities and being created from the Tsufuru king's cells justify in his mind him sacrificing his own people if it means to defeat a Saiyan. Baby can just can replace them with new Tsufurus. Also Baby's fears of Saiyans doesn't need much exploration and justification as there were several arcs focusing on these and even he was kinda an underdog in his arc to had to climb up the ladder to get the optimal body. His hate and fear for Saiyans grew bigger than his desire to rebuild his own race to the point he became what he feared. That is why I think the Golden Oozaru Baby form really works thematically. While Zamas taking Goku's body feels questionable and the "I am taking the sins of mortals" part feels kinda shoehorned as him turning what he feared/hated didn't feel a gradual shift.
My underrated characters
General Rildo: He has a chad veteran commander. He has unique powers as he can turn stuff into metal. He can manipulate the metal he creates. His allies, which are Machine Mutant soldiers can move through them, allowing them to ambush enemies. He has a rocket punch like 16. He has a form where his arm turns into a drill. He can merge with the planet and be near unkillable. But all people use him for is as a benchmark for Goku's power. Not for his unique powers and his battle tactics. His unique character where he even gives rewards to honorable soldiers like when he thought Giru helped them to defeat the Saiyans, he gave him a medal.
Z Broly: This can come as a shocker considering this once was the most popular character. Mostly people look down on his because of his portrayal past movie 8. Broly is a perfect contrast to Goku. A literal counterpart. Both were born at the same day. Both are destined for greatness. Both clash with the ideals of Saiyan heritage. Normally, a low class Saiyan is looked down upon and sent to a planet with no threats: Goku was sent to earth and trained under gods allowing him to reach highs a normal low class Saiyan could never do. Broly is by technicallty an elite Saiyan, and thus would be treated with respect and get the education Vegeta got: Broly was so strong that King Vegeta considered him a threat and ordered his execution. Even after surviving the knife to the chest and the destruction the planet, Broly was brainwashed by his father thus robbing him from his free will. People say he has no character but that is further from the truth. Broly has all the Saiyan traits super charged and is absolutely evil. He understands the feeling of others and psychologically torture them. The reason he considers Goku a threat is because he can sense something in him one cannot see through normal means. The movie kinda plays with the idea too that these two are meant to fight each other for the survival of the universe. In my review on the movie I go deeper into it if you care to know more. Besides that, I think Broly has the best fight scenes and best transformation sequence for a villain character.
Lonely Boy Adventurer also made great videos about the appeal of the original Broly. I think there is a reason why so many people used to like him despite him "being made because Goku cried". Because the main opinion shift happened because of TFS voicing their opinion and ruining what they see in this amazing character.
Z Paragus: I think the main reason Z Broly is such a good character is also portrayed well with his relationship with Paragus. Paragus was proud of his son and loved him, but his fear of him grew to the point he had to brainwash him. Eventually Broly became nothing but a tool to him since he could no longer see him as a son. Indirectly, Paragus' decisions proved King Vegeta's fears correct.
Naturon Shenron: I think I explained it once in a video. He pretends to be a goofy stupid dragon but in reality he is a sadist using other living beings as a shield. He mentally tortured Goku using Pan as a host and attacking the town instead of Goku. Naturon takes pride in his craft as he made an elaborated plan to how he causes earthquakes. He could have just blown up the town but he takes the extra effort for his own amusement. You gotta admire the dedication.

i love this guy
A small little detail I like about Turles' design is his eyes. Compared to Bardock and Goku Black, who rock squared eyes that are completely drawn in (much like Super Saiyan Goku's eyes), Turles instead keeps Goku's more rounded eyes with the line not completing the shape. Always thought it was cool that they kept Goku's eyes on him, because it helps pull the evil doppelganger together, alongside the two spikes in hair somewhat forming devil horns.
As for a character I would have to consider underrated, I'd probably choose Dr. Wheelo. His movie was fairly unique at the time for not being heavily based on anything compared to other movie characters down the line that usually take heavy influence from current arc villains (Cooler to Freeza, 13 with Cell, Janemba with Buu, etc), he has a cool and surreal, hulking mecha design, and I like that his defeat has some nice irony to it: he hated the human race for seeing him as nothing more but a mad scientist and wanted to enslaved them once he acquired the strongest body, so what does Goku defeat him with? The Spirit Bomb, which requires the energy of all living things, including the people of Earth. I also know he's been given some recent love with Heroes, but I'm not too familiar with it aside from them calling him Dr. W and he has a human-cyborg design.
Hearts is no joke my favorite character, best anti-hero.

Like Hearts literally opposes the Gods, especially the Omni-King. And let's be honest... Zeno is a psychopath. That child decided "Poof" when he vaporized Infinite Zamasu but also Future Trunks' ENTIRE TIMELINE. He erased everything that Trunks fought for all while acting like a literal child. No wonder Hearts wants to kill him on top of vaporizing his own timeline; Xeno is unfit and too dangerous to exist. AND YEA, I think Hearts would have been a better fit as the final boss of Super for the anime than him being a Heroes only character and would have liked Goku even after he's defeated because the guy is doing what he wants, surpassing the gods.

Agreed with pretty much everything. Just the opinion about Hearts design was hard to hear. His design is one of the worst I've seen in Dragonball. Heroes has a lot of very ugly designs and Hearts design is one of my most hated. Nothing about him looks good.

If you really think about it, Hearts could've been a really good bridge between Goku Black arc and TOP.
Zamasu's crimes, if brought to light, could be his motivation to actually start his hunting, and Jiren being introduced as the mortal who surpasses Gods might've been his proof that humans didn't need Gods to live their lives by themselves

imo Hearts is a wasted character, cause he got no real reason behind his goal to free mortals from gods, it would have been a much better character if he had a real reason to hate gods.
I was really exited when I watched his arc in SDBH anime, but when he revealed his plan to kill gods had no real motivation I was totally disapointed, he was just some kind of spoiled kid.
I never watched SDBH after that.
