Phil is perhaps the only main character in GTA IV who is not disloyal, unintelligent, a narcissist, psychopath or a douchebag. He generously hands out opportunities for work and doesn't demand too much in return. Dwayne and Little Jacob come close in comparison, but they are small potatoes.

Phil had charisma. And his dialog was strong. If anyone should make a return as a major character, it's Phil, he's a good ol believable wise guy. In -GTA 5 it would have been nice to work with some of the older characters, I wish I could the liberty paper missions reappeared and you had to work closely again with the handler, instead of him spearheading some anti fib operation. And Phil should have come back as either a sect of the mafia or his own shipping cover/business. Or a character you meet and he's either living out there or visiting. Also if they made him the father of the girl being buried alive. He that'd be cool too

4 years ago i finished GTA4 and all its DLC, i didn't understand the language, the terms, the slangs of the underworld. Now, the pandemic has given me a chance to re-live the time, now with better cognition, and i must say i love this character, he is smart, understand things, paranoid at the same time but also him, willing to get in to a fight alongside with Niko. At the end of the game whether the Player choose deal or revence, Phil will always send a friendly message to Niko.
Watching this now in 2021, this game was a hella lot of fun and the dialogue among characters was incredible and amusing in every way! Genuinely forgot how good it was, been a long long time. At age 15 when this came out, i just didn't fully appreciate this games genius 😒 was more into the craziness of games like Saints Row back then.
