He was planned to be a Friend, but for some reason they remove that option.
TheProfessional In the mission Pest Control you were given a choice to kill Phil or Ray and if you obviously killed Ray you would hang out with Phil.

Phil is perhaps the only main character in GTA IV who is not disloyal, unintelligent, a narcissist, psychopath or a douchebag. He generously hands out opportunities for work and doesn't demand too much in return. Dwayne and Little Jacob come close in comparison, but they are small potatoes.

@@sketchstevens5859 Phil actually engages in gunfights, has his life immediately in danger. He logically decided to escape. Ray is sort of reliable but does not engage in dangerous situations like Phil. Phil is sort of like the Little Jacob or Packie of the late game, a gunman who aids Niko in open, core gameplay. He is a positive character.

For those unfamiliar with Mafia slang, Phil is asking if Niko is officially employed with Ray as an exclusive thing. "This is friend of mine" means, "Hey this guy isn't an official member, but he belongs to me, so anyone wanting anything with him needs to go through me first."
Ray desperately wants that for Niko, which is why he looks for Florian for him, but Niko just isn't interested.

@@manualofalternativemusic No I don't think so, I was talking about the fact that if they wanted, Ray or Phil could vouch for Niko. But he doesn't want that, he reminded Phil he was freelance. By saying "vouch", I mean to be officially recognized as an official associate of a crime family. Every official associate of a crime family has a sponsor. In real life the sponsor goes to his boss and put the associate "on the record", basically saying to his boss "he's a good guy, he will be working with us from now on".
Such a underrated HD universe character for GTA. Phil is a down to earth person. He's extremely paranoid, but smart at the same time.

I forgot how good of a friend Phil was. He took business seriously and never screwed over any of his allies.
Shame he wasn't able to make friends with Niko. Got word he was planned to become friends just like Jacob, Packie or the others, but for story changes, he couldn't.

oh no, sure, what I'm talking about in gameplay mechanics he was planned to be in friend activities but for story line reason, this was scrapped. It is obvious there's a good chemistry between them and a friendship could have earned.

I know what you meant, he and Niko have some good chemistry between them and they're both like-minded, it's a shame Niko can't have him out on friend activities, but like you said, for story reasons, and the story reason is that the Feds are going to jail most if not all the Pegorino Crime Family members and anyone associated to them, he had to go into hiding, but hey, we still have the possibility of him appearing in a future GTA game.

I like Phil's characteristic and his accent, especially when he said he understood Niko when he revenged on Dimitri. And when they are in gun fights, Phil goes in the front too.
I love when he says "follow me". That accent is so appealing.
Phil had charisma. And his dialog was strong. If anyone should make a return as a major character, it's Phil, he's a good ol believable wise guy. In -GTA 5 it would have been nice to work with some of the older characters, I wish I could the liberty paper missions reappeared and you had to work closely again with the handler, instead of him spearheading some anti fib operation. And Phil should have come back as either a sect of the mafia or his own shipping cover/business. Or a character you meet and he's either living out there or visiting. Also if they made him the father of the girl being buried alive. He that'd be cool too
Phil should've gotten his own expansion pack.
Phil Bell is the perfect candidate as a protagonist for a prequel, Like Liberty City Stories. If you see his database record he has been charged with grand theft auto, so he knows how to jack a car.

I’m glad that they changed Pest Control to only killing Ray because I don’t know how anyone could bring themselves to kill Bell. And at least Phil saw right through Dimitri whereas Ray would’ve joined him

Watching this now in 2021, this game was a hella lot of fun and the dialogue among characters was incredible and amusing in every way! Genuinely forgot how good it was, been a long long time. At age 15 when this came out, i just didn't fully appreciate this games genius 😒 was more into the craziness of games like Saints Row back then.

4 years ago i finished GTA4 and all its DLC, i didn't understand the language, the terms, the slangs of the underworld. Now, the pandemic has given me a chance to re-live the time, now with better cognition, and i must say i love this character, he is smart, understand things, paranoid at the same time but also him, willing to get in to a fight alongside with Niko.
At the end of the game whether the Player choose deal or revence, Phil will always send a friendly message to Niko.
