Pegorino tries to make an impression on Niko with the tough guy routine, and talks in circles, thinking he can play mind games, which obviously does not work on Niko. In contrast, Gravelli understood Niko was being sarcastic with his "bleed the city dry" remark, and unlike Pegorino, he does not beat round to bush to convince Niko to work for him. He knows Niko's capabilities, and his offer was straightforward: work for him (and by extension. the IAA via the ULP Agent), in exchange, the IAA will get the cops off Niko's back, as well as locate Darko Brevic. Between how these two mob bosses present themselves, it's not a hard choice to decide who to work with.

Don’t know if you ever got your answer but in GTA V there’s a random event regarding the daughter of one of the members of the Gambetti family and that’s what the reference is bc the daughter asks whichever protagonist saved her if they’ve ever heard of the Gambetti Crime Family, and basically her dad testified and they went into witness protection
