Yes and no.
In theory it’s possible, in reality it’s not practical.
There’s a reason why hydraulic oil is used as a medium in place of air (gas).
I won’t be explaining it here as there is a lot online (google)
A Pneumatic cylinder in place of a tipper hoist like in this video would not be practical
