    What's funny is that the Overseer thinks Appalachia is bad, she doesn't even know what the Commonwealth or Capital Wasteland looks like.

    The fact she explicitly mentions "Signing off. Hopefully not for the last time...." in that last entry tells me that the door is open for us to perhaps hear more from her in an upcoming DLC. I think her surviving by being found by other vault dwellers would tie in nicely with Beth's plans for the opening up of more vaults in future DLC.

      There is a vault in the Ash Heap... Maybe she sought shelter there, though it's far from the B&B and ironically flooded with mollies. It IS closest to her fiancee's home though. If anything I'd like to think that's why she'd move there. And because '76 is closed for good. I still don't understand why that is though.

      I’d be surprised tbh. They’re already pulling developers from this game to work on other projects. Bethesda thinks the game is a bust and isn’t likely to spend too many resources to add extra content sadly

      I mean, if people had given them a little time to fix the game after release before steadfastly saying it was irredeemable, they did say they were planning to add more content and they already have one non-automated NPC, just not a human one. (The super mutant vendor guy).
      With vault 77 most likely being nearby, they could add him in and make a quest about getting him away from the area, sending him to the Capital Wasteland where we found his suit 200 years later.

      Anthony Arnold to be fair, people expected a full AAA length and quality game when they paid the full $60 for one. It’s not just fallout either, tons of games like battlefield 5, black ops 4, destiny 2, and sea of thieves are getting huge amount of flak for being unfinished, unpolished, or lacking content on release. Look at games like pubg, that released as in development games for lower prices. And even now on full release it’s only $30, because it’s solely multiplayer and lacks the content of a AAA title

      She works for Vault Tech, that is their version of working together. They’ll tell you they’re going to save your life and then experiment on you. They do the experiment, you get experimented on, working together! Why wouldn’t nuking each other count?

    I very much appreciate that you are making videos about the lore of fallout 76. I didn't watch your live streams of the game because I'm just not a fan of that type of video. Plenty of other TH-camrs are making videos about 76 but all of them miss things or just purposefully skip things that I want to see.. they fall woefully short of the level of work and detail you put into your content! The day you stop making these incredible lore videos will be a sad day, indeed!

    I don't think it's something a lot of folks have mentioned, but the voice acting in 76 is phenomenal, particularly the actress for the Overseer. She has a powerful command of emotion.

      Whole vault is experiment and she was chosen not by her skill but because of experiment. She was good for vault-tech because she always done all her work in Vault-Tech academy in team, she can`t work outside team.

    I love how concisely you put together these stories. I'm not a very skilled gamer but I love fallout so much. I have trouble with motor skills and I can't do the dynamic controls.. turning with one control and moving forward with another. I used to have people who played and I could watch but they've moved. :( Videos from people like you make it so I can still enjoy the story even if I can't play the game well. Thank you!

      @@Jegria so far (I've only got to "play"/watch 3 & 4) I really liked Far Harbor in Fallout 4. Nick Valentine was one of my favorites and getting to help him out (don't wanna spoil it for anyone) and the moral dilemmas you come across there were really interesting. Made me really think about what I wanted to do and what I thought the best choices were. I also just really like all the small little side stories you find by reading since I can do that part. Once someone gets me good power armor and a melee weapon (Searing puncturing indigo rocket bat is my buddy!) I can adventure but I'm not able to protect my character well enough to get far on my own since I can't manage to walk/turn at the same time. How about you? :)

      A shame. The game is good, but not for every fan, admittedly. Those like Oxy and I that adore lore, exploration, and sightseeing love FO76. It just doesn't have the "human interactions" common in most Fallout titles. It honestly gives the story a sadness, a weight knowing the plague legitimately decimated the inhabitants. FO76 is more somber than most realize.
      I don't agree with the "good for casuals" line of thinking. It's quite the opposite. FO76 caters to hardcore explorers.

      I mean outside of the fact the game is almost completely broken, and Bethesda's bottomless greed and general inability to create a functional game without modders proping them up, i had no interest because it felt rather dry on story elements, yes everything being wiped out is somber but it also means you literally raze any ability to have interpersonal quests and events. The final nail for me though was the info that Fallout 76 would not feature any vaults outside of 76, the ONE element that lends itself well to quest and stories where the people are already dead is not going to be present in the game, and that is a missed opportunity, and the fact they try to justify it as 'well the other vaults were not open' feels lazy, vaults fail all the time, you really cant have 4 or 5 vaults in the area that did fail rather quickly? Shoot we had vaults before that were designed not to close, why not have something similar here, with Vaults designed to have short term critical issues.

    Fallout 76 may be filled with bugs and be a multiplayer mess... but goddamn does it have some amazing lore.... it completely lives up to the prequels

    Not sure if the "last holotape" is really the last in the series, no matter at what point in the journey you find it, it always fits in.

    I've not played fallout 76 but you can hear the overseers voice is full of emotion, determination and regret. You narration is fantastic to tell her story.

      There are many who I find more interesting than that bitchy overseer who leaves her fiance out in the rads for nothing more than prestige. I do NOT like that overseer! She doesn't even have the guts to end Evan's suffering, what a selfish wimp! Now, how did Rosalynn end up in Rose the raider-bot? I find that an interesting story, or Olivia and her mother, or the guy who argues with his drunk self to stay sane lol.

    the reason of why she stands as a major heroine to me is cos she always leaves very useful good stuff for you in those VAULT-TECH chests :)

    I think the one of her being attacked can fit anywhere in the story it doesn’t matter when the Nuke is shot she shows up with the tape at the site I feel it’s more that she’s watching the survivors and the experiment is as stated but she’s the record keeper and we will hear from her again. And funny I was just thinking about this this morning

    I want a DLC in which we get another holotape from the overseer in which we try to contact settlers in the outskirts of Washington DC. Maybe the quest can impact what happens in Fallout 3. Possibly clearing out ghouls from what is to be Tenpenny Tower.

      Um no the Scourge happend 200 years later and the tenpenny tower was abandoned and a dlc for the capital wasteland would be buggier than the game itself

    I've actually already found her "death" tape, long before I had even taken part in a nuke event. And I haven't completed enough of the story to do it myself so... if I were to nuke a town would her "accusing" tape suddenly appear? She IS alive?!?

    Having played the game, and having watched the whole of this video, I have to wonder if Vault 76 was an experiment. There's not much evidence of it having an experiment exactly. Most of it is circumstantial, but it is enough to make one wonder. The Overseer's loss of faith and doubt in both Vault-Tec and the people she managed does not exactly sell the experiment to me. But things I found in game do help support the theory, beyond the Overseer's feelings of betrayal and repulsion from Vault-Tec.
    If Vault 76 was filled with the best and brightest, I imagine the condescension they suffered in that vault layered frustration in their minds. The throw away trophies, and having to take orders from some fresh-faced country girl trying to act like their mother? Even if the vault-dwellers are just the children of the best and brightest, I would think their parents would fill their kids heads with stories of all they achieved. And how that such smart people deserve more than what's given to them. How they'll have to take it. Why else would residents repeatedly hack into terminals, besides being completely bored in a Vault?
    Take all that frustration, condescension, sense of entitlement, and boredom, then present a land fully automated with nukes buried underground waiting to be launched? The results of the experiment are pretty easy to predict. And you can see that sense of self-entitlement in every group, save maybe the Responders.
    Thanks for summing up the Overseer's journey, Sir Oxhorn! I doubt we've heard the last of her.

      I think Vault Tec was at the least infiltrated by the Zetans and the 'control' vaults were ways to concentrate the most likely disruptive humans and be able to take care of them after they decided to wipe the whole planet experiment. In 76's case the order to take control of the nukes may have been a final experiment combined with a way to neutralize any surviving elements of humanity.

      I think the real test is that the vault opened early. They were the "best and brightest" and their discoveries and achievements would be used by the important vault tec officials to make their lives easier outside of the vault. While the 500 vault 76 occupants had to struggle in the wasteland to get those achievements. Vault tec would take that and use them to succeed in the future.
      Not every experiment is handled in the vault. And you have to remember not everyone planned to stay on the planet when the bombs dropped. Vault tec planned to go into space and observe.

      The Vault 76 Overseer is, at least as far as I'm aware, the ONLY Overseer we know of who may have been aware of what other vault experiments had happened. We know for a fact that the Overseer had wandered around the Vault-Tec University after the bombs fell (and the records stored there) and she even mentioned having found out about the experiments beforehand.
      My guess is that she was able to fool herself into feeling okay with knowing they were doing experiments only until she went back to the university and came across the records giving even further details into the experiments.

    I feel bad for the overseer. I think they took someone who was very bright and could be easily fooled into believing she had completely deserved this (maybe she did, but I feel like someone with more experience may have had more legitimacy in the eyes of 500 residents. They may have given someone else less trouble). Based on her youth, her loss of parental figures, her desire to do her absolute best, and a dire situation like nuclear bombs dropping, she could’ve been easily manipulated into doing what vault tec said and still thought she was helping the greater good. Kind of like a cult situation.
    I do still wonder why she didn’t want to save her fiancée and go to 101. Maybe because it was still an experiment and she didn’t want to test her willpower, or because she saw how manipulative vault tec could be even towards the overseers? Maybe because Evan didn’t qualify for 76 she thought he didn’t deserve to go to 101 either (God I hope that wasn’t the case)? Or maybe her hubris got the better of her and she wanted to be part of the shining stars that got to rebuild? I dunno, just thinking

    Hey Ox! We actually do know her name, as there is a holotape where a man mentions a woman by name who is looking for her fiance Evan, and that man hopes she ends up finding him. Also, in the Trophy Graphic for Personal Matters, you can see the Vault Boy frowning with his hand on the shoulder of a woman with brown hair and glasses, whose heart has fallen out of her chest and onto the ground.

    I think she was chosen to be the overseer atleast partly for her age at the time. If she was about 24-ish then, she'd still be in her 50s by the time the vault opened.

    I am not a big fan of Fallout 76 plenty of reasons.
    But Your video, this one especially made me tear up, yes the Overseer has her flaws, but she also seems so sympathetic and genuinely caring.
    Something this world/lore needs in times of crisis.
    A wonderful lore video, and it almost makes me want to buy Fo76 now, jut to follow this plot for myself.
    Thank You Oxhorn for making this video, it makes all the difference for a true compelling story, FO76 needs so much.

    As much as i want to feel sympathetic to the Overseer of Vault 76, my final feeling for her is spite. She was a naive girl tricked by Vault-Tech like all the other lab rats that were put in those metal coffins. For someone so smart, she was easily swayed by the corporation. She sought her success to replace the losses she endured. It was to fill in a gap in her heart. The loss of her mother and her father must've torn her. So she used the excuse of the greater good instead. Had she turned this information to the press, they might've saved lives. The vaults would've been used to actually save people, not torment innocent folks to cruel and punishing torments.
    Therefore I blame the deaths of every soul in every vault to her. Those experiments that went in there wouldn't have happened if she just did the right thing. But she was a Vault-Tech loyal employee and stuck with them. By allowing those experiments to go on she sold her soul to the so called Greater Good.
    Her death (If she did die by Mole men) was a sad but not unexpected one. She ran on ahead, not even waiting for others to catch up. If she was really so smart she would've at least brought one or two fellows vault dwellers with her. Your diploma doesn't work on the wasteland.
    Regardless I wish i could meet her in Appalachia. So I could tell her to slow the hell down! I might hate you for what you've done but not enough to kill you.

      This mirrors my own thoughts @thaipan katima as much as I feel for the woman I also feel disdain for her upon knowing she KNEW about the more sinister role of the Vaults. Sure perhaps if she blew the whistle she'd be stomped underfoot and everything covered up like the Whistleblowers about the Enclave, but yet who's to say her coming forward wouldn't inspire others? If enough people found out and were truly appalled, even the Enclave and their legion of Corporate lackey's couldn't hold back the tide if the majority of the country discovered the experiments. Even just getting the info out there, would still give others pause to investigate even if Vault-Tec covered it up as slander and conspiracy nonsense.
      I dunno, I do not hate this woman but it's hard to pity her for her choices, young and naive be damned, she choose to TRUST the people conducting unethical experiments. I wonder if she truly knew the scope of things, maybe if she knew about Vault 77's purpose or the other more kook theory experiments, would she still think it was the greater good? I think that's the extent of my benefit of the doubt I can give her, is she may not have been aware of the full scope of the experiments on an individual basis, because maybe if she did, she wouldn't have toed the line.
      I do hope she's alive in some DLC, it feels... anti-climatic to not find her remains at least or perhaps see her in person.

      The Enclave wouldn't have totalitarian control of the U.S. government because they probably, and most likely, knew what could possibly be invented from the transistor, like the Internet. Robert House could have easily invented the transistor, but I guess his appeal was more application of atomic power. From there, it was basically heavy investing in The Enclave's military industrial complex, and The Enclave in those times would have been very adept at making people disappear of dissenting opinion.
      In reality, we have our own Enclave, but it's not heavily militarized; it's more heavily invested under one global bank that controls what wars of attrition are fought, and we know about their underhanded tactics because of the Internet.
      So I posit this question, which is worse: military control or corporate control?

    Hey Oxhorn, I don't know how often you check old video comments but I just wanted to say that I'm one of your newer subscribers, and this content is what's keeping me going until the show comes out. I played the first two games but when I heard the Beth ones were buggy messes, I passed on them... until I got curious.
    Your lore videos have rekindled my love for the franchise, and I've even started playing New Vegas this past week. I'm having a brilliant time learning all the secrets you have to provide, forgetting 80% of them, then coming back to go "okay Oxhorn, where did you say that was?"

    I do feel a sort of perverse satisfaction when I hear how frustrated feels when she starts to think she's been manipulated by Vault-Tec. Like it never occurred to her that they'd manipulate HER the way she knew they were manipulating so many others. Still, she felt very human to me and I was genuinely saddened and concerned when I found that last tape and I spent a considerable time looking to find out what happened to her.
    Now that they've revealed that they intend to bring in NPCs in the not-too-distant future DLC I'm hoping that one of them will be the Overseer. Or that we will at least have the opportunity to close her story in a satisfying way.

    I liked the start of the story and how she came to be, her background and such, but I cannot get over the ending. It was way to abrupt and up for interpretation. If they are putting all this information about her in the game she should have an end where you meet her or find her corpse. Something that ends the main story line, at least to show players that all other quests do not relate to it anymore.

      I agree, but something tells me this is not the end. If it is, then I am upset--she is too cool a character, too much of a bad-ass, to end like this. So I am hoping to learn more about her when Bethesda drops their promised free DLCs.

    I thought that this game was bad at first, and refused to buy it due to it being "different" and the lack of human NPCs. After watching this video and feeling just how much emotion is in these voice lines and all the wonderful amounts of story, I have new hope for the game. Thank you for helping me see it.

    Love the Overseer, as she said the reason why all failed was the mistrust between all the groups. The Responders and Brotherhood had a uneasy alliance, the Free States prefers to be isolated itself, the raiders... well they are raiders and the enclave has it own issues in its lines. United they could survived this, but they didn’t and that was their downfall.
    It is a shame, she is not an npc, cause as the leader of Vault 76 she should lead the final mission. She has a personal stake in defeat the plague, specially after what happened to Evan.
    And while I do agree that the game has issues, the people who complained a lot about the story, just stop, there is a story the problem is you are too lazy to investigate and way accustomed to have a npc to make the exposition. This kind of complain just reflect the kind of gamer you are, the one who just need everything been told cause you don’t have the initiative to investigate yourself, hope you are not like that in real life...

      Ever heard of show don't tell. Holotapes aren't an engaging way to tell a story. It's exposition that you have no way to interact with at all. The same complaints were levelled against the cassettes in mgsv the only difference is that mgsv has cutscenes, interactive story telling and good gameplay to hold up it's lacklustre story. A story that still dwarfs fallout 76's pitiful excuse for one.

      @@sad9456 I don´t need to a game to show me everything, cause I have something called imagination and can connect the dots, but I guess environment storytelling is not for everyone and it is a shame, cause they are good stories in the world, for example the Garrahan vs Hornwright ideology, the problems with automatization in West Virginia, as Oxhorn had described the West Tek experiment in Hunterville, the (I was surprised to feel sympathy for the raiders) complex personality of Freddy Langs (leader of Backwater Bandis) and the ideology of the Diehards, the Showdown at Seneca Rocks (Order of Mysteries), The Battle of Morgatown, the falldown of the Responder when the Scortchbeast invade the airports blocking the sun, the last stand of Elizabeth Taggerdy and her realization of where the scorthbeast were created, the schemes between the Enclave members, the Plot of Free States, the last battle of the Fire Breather unit Scortchslayers, and so much more.
      And for the holotapes and terminal are not an engaging way to tell a story, I guess you despise the Survivalist story in Honest Hearts, quite a shame, one of the best stories in the Fallout universe is the one of Randall Clarke. But as you said this kind of storytelling is not engaging to you, doesn't mean you can confirm there is no story cause you don't like the way it is told.

      @@CharlyG83 The survivalist's story was an exception, not the rule. There is nothing other than mind numbing audio logs and notes in 76 which completely misses the point of the format. They've sacrificed story telling for fan service and brand recognition to sell copies which clearly didn't stop the game from failing.

      @@sad9456 As I said in my original post there are a lots of issues, again story telling is not, and just for the memory, in Dead Money, Mr Yesterday story is told in the same way as Fallout 76 and the Survivalist, in Fallout 3, what happened in Takoma Park as well, Point Lookouk, the Chinese spy story, all the pre war story is almost described in this way.
      Fallout 76 could have been better, of course, no one is discussing that. The thing I am arguing with you is your argument of "there is no story" just because you don´t like the way is told, and that is quite subjective and your opinion which is respected, that doesnt mean there is no story to told just cause it is not the way you like

    I think it's weird that the mountainside log is seemingly the last log she makes, but then when you fire a nuke she suddenly appears to leave a holotape and she sounds fine. I definitely think you would find that lodge before you fired a nuke.

    I know this comment will get buried, but in the sewers at the chemical plant that had the last stand with the ghouls, in my game I found a person wearing a vault suit.......... Not sure if this is because of an update but I thought I should let you know

      Thanks, there are many corpses wearing vault suits in the game, but none of them are from 76. All are from 94. It also doesn't make sense that she would get injured at the B&B, then travel halfway across the state, evade robots to infiltrate the bowels of Dyer Chemical, to die.

    How does the Overseer know who the Brotherhood of Steel is? I'm no expert in the lore, but I was under the impression that the BoS started on the west coast and were born from the surviving remnants of the U.S. Army/Military, and that they didn't have any presence on the east coast until the events of Fallout 3. Wasn't Elder Lions leading an "expeditionary force" to the east to establish a foothold?

    When I got to the final part of the quest, I saw him and told some of my friends that I knew it would have to be done, but I felt it was emotional but necessary. I won't ever forget that.

    Throughout my time playing I noticed the corpses of two different vault dwellers in different locations throughout the map. You can’t see the number on their backs but they had to have been from a different vault.

Now, my personal interpretation is that she had her mission and was doing it, and only 'needed' help twice (Evan, and she never figured out a way past the silo security, whereas the player stumbles into the Enclave). Also, one assumes the majority of the 76 Dwellers would be off attempting the Reclamation, the logs were left for the handful that couldn't resist sticking their noses in and following after her, mostly in case she failed or died because at least at the start she believed in Vault Tec and wanted to ensure the mission still succeeded. It's asshole 'hurrr fanboys' commentators that most people feel the need to respond to and suggest they should airlock themselves with a plastic bag.

      Well, they had no time to make a full new single player game, this was supposed to be a special smaller online experiment.
      THe problem is that it costs a full AAA title.

    I know this video is fairly old, but about the DLC comment around 44:40 made me wonder: how would DLC work with the online portion of the game? Since not everyone would be able to access the content a DLC would add, how would they work that? Just my thoughts.

    I generally dislike watching videos about the games I like to play, especially about lore… they’re usually boring, and I learn nothing. However, the way you do it, and your warm chocolate voice, makes want to keep listening 🍫☕️.

    When Fallout 76 was announced I was worried all I would see is "letsplays" and just PVP crap. Oxhorn as always I'm glad you are making these awesome lore vids.

    I hope in the next fallout game, Fallout 76 Overseer and your character in game meet up in the next fallout,you know,like she is a companion and love member....it would be nice

      I don't think so, she's already old and most likely dead as Fallout 5 will probably take place 10 years after new Vegas as that's the most present game

      Most of the other fallout games take place 75-200 years after the bombs fell. So if fallout 5 continues with that, they would all be long dead, unless they turned to ghouls.

    The "Nuke Launch" Holotape is the most weird thing I've seen, because I got it at the same spot you did, but no one in my session had access to the silos yet (Highest level was 35). Mine might have been a bug.

    I also believe that signing off hopefully not for the last time entitles that she found vault 63, 93 or 96 she could of got in there and found a couple stimpaks or she could've been saved by fellow vault dwellers in a future dlc

    Anyone else still WISH 76 would get better?
    I have a high tolerance but honestly I AM approaching that ok enough is enough limit where I won’t play the game anymore if I hit it

      Just stop playing it. I have about 400 hours in this game and I can do another 400 easily. If it's bothering you, then stop. It's that simple.

      From a lot of people I've gotten a sense of "lost potential".
      Also the frustration of problems fixed/not fixed by patches that add new problems.

    The static on the holotapes gets rather unbearable after awhile.

      Especially with the long pauses in between every sentence.
      You think they could have shortened the holotapes a bit and lengthened the static so it doesn't loop as often

    Oxhorn, I think this is you deepest Fallout 76 content yet. Following the Overseer to her demise.. (??) Very thought provoking. I believe you should take one of the suggestions of another commenter and be a voice actor. You have a unique tone and timber in your content.
    On another subject, I think if Bethesda is going to add specific PVP content, they should make it faction based so you can choose to either defend the nukes to keep them from being launched as the Overseer 's thoughts were or be on the side trying to launch them. One faction against the other. It would / could be interesting content. Just thinking out loud. Keep up the great content. :)

    I believe that the overseer did survive the mole miner attack. If you look next to where the last holotape was, there is a rag and a lit cigar. It's possible that she cleaned the wound and then cauterized it afterwards, stopping the bleeding. Just a thought.

    The overseers logic at 5:23 does not make any sense. Every vault dweller had a CAMP available to him or her.

    It came off to me as kind of funny that the Overseer when you start the game gives a speech mentioning about how the one thing you have in common is "You are this country's best and brightest".
    This is a recurring thing I noticed when Wastelanders came around. Canonically the apocalypse is 25 years ago. 26 as of Wastelanders. Most people make characters that frankly look mid 20s, maybe 30 at most. Heck most NPCs that you'd eventually run into for humanity are set up to look about 30 or so, maybe younger.
    So odds are that when the war hit, and the vault closed itself up? Most characters were fetuses. Or not even that. Or newborns. Maybe toddlers. The best and brightest of America was far from what it was.
    Same deal with like, Gentleman Johnny Two Guns Westin of the Crater Raiders. He mentions being a big time thief BEFORE the bombs fell. But he looks like... 30. At most. And mentions having a major criminal record on Federal Databases. Was he doing grand larceny or something at age 4?
    It's a silly thing I know. And it fits because the Overseer herself is well, a Grandma looking woman when you finally meet her. I can totally believe that 26 years ago she was one of the best and brightest in her field in America. The age fits.
    But for most player characters I saw playing the game? Well that was a bit of canned BS there she fed us.

      I always wondered, how much of the Overseer's decision to stay in Vault 76, and ditch Evan, over going to 101 with Evan was based less on "Appalachia" and more on the Societal Preservation Program? She clearly had issues with it. Evan did too as he urged her to whistleblow on the whole thing. I mean she says she didn't want to leave the region literally... but I think considered Evan would have morally objected to Vault 101 and the experimentation. He sounds like that sort of red blooded, salt of the Earth type not to accept it.
      So she was going to lose him either way, effectively. Either breaking it off now, or the strain and lack of respect that the job would carry. So she was left with the option of taking part in an experiment she was morally conflicted with, or not.
      I dunno, I just found it interesting. Was it really for staying in her Homeland? Or was it so she wouldn't become someone Evan, and herself, couldn't respect?
