The issue about the lightning bolt is that it's often depicted to be moving relatively slow compared to actual lightning. We can see the raindrops and glass shards moving as the lightning bolt approaches Toji. So either the lightning bolts are actually lightning speed and the rain is also travelling lightning speed, or they are travelling much, much slower. Even then, lightning travels at 120,000 m/s. This is massively below the speed of light, more than 2000 times slower. I think it's safe to say that it's cursed energy that mimics the properties of lightning, ie imitates superhot plasma with current, rather than calling it an actual lightning bolt. This definition would make a lot more sense, especially considering no one in the anime shows the durability needed to even shrug off an actual lightning bolt, considering they are 5x hotter than the surface of the Sun. And when they do damage concrete, the damage is never as great as shown, so unless they are unleashing attacks with thousands to millions of times of more power than the yield of a nuclear reactor in a year, they aren't lightning bolts. I believe that Toji is in the Mach level.
