While I think SSJ 1 is the most important form in Dragonball, I believe UI is the best form overall. Even if DBS had another 15 arcs, Goku could still use UI as his ultimate form. Whis himself said that the better someone masters UI, the stronger they become. Initially, Goku mastered defense and offense, then he was able to adapt to his opponent. Later, Goku honed UI to such a level that his body could harden itself to mitigate blows. Then, we learned that UI nullifies all vital points. Ultimately, Goku can summon that strange KI Avatar of his. Therefore, we can assume that in the future, UI will gain even more attributes. Let's also add that Goku is still at the bottom of the ladder in terms of mastering UI. The future of this form is really intriguing.

Gas, Frieza, and Gohan were simply too strong for the hardening to work.

Yes, that’s exactly what it should be, but the problem is that aspect of martial arts isn’t really explored. UI is the best form of martial arts personified "hit and not get hit". Though it is sad that it isn’t really all that explored, whilst ssj had fully fulfilled it’s purpose
Seth had the perfect ranking. Id honeslty switch ssb and ssg just because of the bag that ssg has even if that rarely gets to shine, but ssj2 just wasnt a focus point for goku ever. The ui hate is crazy, yeah it had a kinda rough display in the anime and it does gap all of his other forms which isnt great, but its the logical technique of a technical fighter like goku. Plus, his fighting style in ui and demeanor is just so badass, it reminds me of namek super saiyan without the anger.

I think another reason why Gotenks was able to achieve SSJ 3 1. because he was a fusion and 2 because it was achieved in another dimension ( the Room of Spirits and Time) Which is also not a part of the natural world. IMO, SSJ2 for me was like the precursor to everything. If there’s a 2, what else is there? Kinda deal The introduction of a new level of power beyond the already legendary foreshadowed super saiyan did something for me.
I personally love SSJ2, in general, and always wished they never incorporated an SSJ3 growing up. My feelings have deminished in general, but I'll still always hold that love for Super Saiyan 2. And the slight change to Goku's hair, the lightening, and his serious manner everytime he uses it has always had my number.
Ssj3 is underrwted to me because you actually have to trade stamina for it, it's not just a new fancy upgrade. It could be said that kaioken has a similar purpose though.
SSJ2 Goku has the Majin Vegeta moments, the short Kid Buu fight, and when he killed Yakon with it. He also defeated Zamasu and toyed around with Caulifla and Kale as well. Either way, the Majin Vegeta fight alone makes it better than Blue and God. Rewatch that fight if you wanna feel the depths and struggles of being a man played out with peak lines and dialogue. Blue is ass in comparison.
Their entire take on SSJ 2 was almost as if they ignored the entire context revolving the concept of the form. It is THE ideal SSJ form, Seth saying the series being able to happen with just the previous form is laughable because SSJ 2 was the entire goal of the android arc. It’s the perfected SSJ hence why Trunks could still keep up with Black and God forms with it. They’re gassing up the narrative behind 3 when Toryiama flat out admitted he came up with the form last minute. The irony of their arguments to the importance of these forms is the fact ultra instinct and SSJ 3 has never defeated a single villain in Dragon ball Canon, while SSJ 2 has.

We still don’t know what beast is to this day. We don’t know if it’s a Saiyan form or a thing anyone can do like Ultra Instinct and Ultra Ego. We don’t know if it has anything to do with god ki/ Kai’s or not. We don’t know if it’s an evolved version of his ultimate form, a half saiyan exclusive form, or a combination of both. I wish Toriyama explained this besides “it’s Gohan unleashing his inner beast” because it’s clear he just pull this out of thin air when his editor suggested he add Gohan in the movie.
