Foe and rival don't mean the same thing. Rocks and Roger were enemies well White beard and Roger were rivals (they were on good terms)

I actually think the strongest character is Garp because he one shot Don chinjao. Don chinjao was an equal to Roger and thus very close to WB in strength. And plus this toke place 8 years after WB hit his peak strength so Garp had years of training and getting stronger well WB was stagnant and Roger got sick so yeah that's my opinion.

Fyi "that does it for Doflamingo" is an absolute overstatement. Also you undersell Katakuri too and I do think Katakuri wins but you forgot so much context with Doffy it's insane. In one not even full day and can't use this for Luffy since he gorged on food multiple times...Doffy stringed himself to Punk Hazard fought smoker and marines plus the clone and Kuzan thing, dealt with meteors and chase down of law with clash with Sanji and fought law with some fish shenanigans, string back to the colosseum with minor Kinemon slash, clone stuff with Kyros and the bird cage use of DF while it was also being pushed against by many at various times and lasted for rest of battle, beat and puppeteered Bellamy and clone to fight, took many significant attacks, uses haki frequently, outlasts and endures gear 4 with some awakening used, deals with many outside interferences like healing of Law, Luffy carried and protected, Viola fruit and puppeteering Rebecca, then pressures Luffy with awakening thrown in only to be done by an island cave in level attack. Basically mini Kaido feats of stamina, endurance, and mastery.

But Luffy even now is not stronger than Kaido or Kizaru. He may be that at the end of Elbaph, but not now. Kaido suspended a gigantic island the entire time he fought 9 scabbards, 5 supernova, takes Zoro's full power, then fights Adv. Conq. Then Kizaru fights with limitations, different goal than to fight Luffy, has emotional conflict ( as we know limits potency of Haki), never takes the many chances to finish Luffy instead going for VegaPunk, and without awakening, yet it effectively is a draw.

Finally someone using logic

Both Garp and Kuzan were implied to be nerfed mentally but Garp also had a fatal stab wond for Shiryu (who was stated to be the strongest member of the crew except BB so take that how you will) and he absolutely outclassed kuzan as soon as Koby needed him. (It is made clear in the anime that kuzan wasn't off guard he just got out done)
