By the time any of this happens, such a project is likely to be stuck in political // land dispute limbo, with racecourse now being dug up. That is the main concern. You cannot randomly start such projects in Mumbai, it's not Ahmedabad. If he wants to build a central park, he should ONLY build the central park. Let's say they start digging up racecourse for the car park. One day someone from RWITC decides they never wanted this, and they petition to HC or SC. Now work is stayed, and racecourse stays dug up for years while this litigation is resolved. Meanwhile, the people of Mumbai suffer. This is all he said: "if CM Shinde wishes to make a Central Park, he can remove the RWITC, but the land must not be bifurcated or built over/under."
Mumbai literally has the world's single biggest protected forest reserve in urban limits- the SGNP. No other city has it, not Tokyo, not San Francisco, not NY, not Shanghai. So yes Mumbai has greenery but due to ignorance people like you conveniently ignore such facts.
