Why would they? They have planned pre-season and already invested in the transfer window with Howe in mind. The timing of Southgate's resignation put the FA in a difficult position, they have to hire an unemployed manager or get the u-21 coach in, or they need to pay Newcastle the money to get Howe out of his contract
