You can get guns/items from Vault cards. But only those that are currently in Black Market.

I'll definitely get BL4, eventually. It took me 2 - 3 years after BL3 was released for me to get it, but i did get it. It was the same with the Pre Sequel. I allowed myself to be influenced too much with the 'This game is so garbage' criticisms, until i finally got TPS, played it and realised i loved it
