  • How a troubled child grew up to become Britain's most wanted killer.
Raoul Moat was born on 17 June 1973. His childhood was far from perfect. His mother suffered from constant mental health issues and was unable to look after him, meaning Moat spent most of his time living at his grandmother’s. He always wanted to find his father, but nobody would tell him who it was. Despite asking his mother on numerous occasions, for whatever reason, she refused to tell him.

    1) Homicidal maniac (Raoul Moat) with sawed-off shotgun and loads of ammo upon his release from prison is running around free with open intent to commit murder...
    2) Terrified law-abiding citizenry who are all DISARMED by massive and badly thought out firearms possession and control laws.
Despite a prior warning from Prison officials, police can do nothing to protect the public or even THEMSELVES from the maniac.
    3) Said homicidal maniac was convicted of committing a violent assault on a child, and sentenced to a few mere weeks in prison-with NO provision for any supervision upon his release. Eighteen WEEKS??! Eighteen YEARS would be a proper sentence.
    4) Clearly violent felons aren't the ONLY demented idiots in the UK's criminal "justice" system, perhaps we should take a closer look at Britain's (and the USA's) judiciary as well.

@Beyond Evil You ought to check out Michael Ryan and his rampage on the town of Hungerford. He took aim at anyone, killing some, sparing others. Pensioners, children, police were all shot dead even his own mother became one of his murder statistics. I'm somewhat surprised Moats spree tops Ryan's in relation to what was spent on the police operation to apprehend the gunman. Maybe because Moat took 3 days to locate, whereas Ryan's spree came to an end that same day? I do know that after Hungerford the entire way emergency calls were dealt with totally changed, plus the callers reports weren't shared out with other 999 call handlers to which accurate details were missed and the seriousness of the situation was not grasped. Unarmed officers were sent into Ryan's line of fire sent there by despatch to investigate possible shots heard by members of the public. Ryan's killing spree also changed the gun laws throughout the UK and also passed through Parliament was the right to remove fire Arms due to mental health concerns. So yeah, Michael Ryan's murderous rampage definitely changed the country for the better, with revised gun laws making sure everything was done to prevent history repeating itself again! ❤😊

Well we don’t exactly have cameras in the middle of the English countryside or in the drains underneath remote countryside villages like Rothbury.
We have cameras in the major cities and in urban areas like towns - as well as on major roads throughout the UK with ANPR. But, if you take a back route through the rural country (which is plentiful), you can avoid detection.
The likes of the Yorkshire dales, the Lake District, the new forest, Bodmin moor, dartmoor… not exactly camera friendly environments. Google the English countryside, you’ll realise that. The UK also isn’t flat, unlike the US which in comparison is a pancake.

I didn’t think I needed to spoon feed the basic concept that any comparison between countries requires consideration for the size and population differences between them. Nonetheless, relative to the geographical size of the US comparatively to the UK, the US is a pancake. The same way if you could fit earth between your fingers it would be smooth when touching Mount Everest 🤦‍♂️. It’s a matter of scale. And while the UK is known for cameras - we do have more than the US per km, the US has more overall (bigger country) and also more per capita (more cameras per every 100 people).
What you don’t have in the US (at least not standardised nationally) which we do, is ANPR. Any vehicle driving on main roads throughout the UK can be flagged immediately by cameras that capture their number plates. If the vehicle is flagged as wanted it immediately dispatches all police in the area with an alert.

Or even police body-cams: first trialed and adopted by Devon & Cornwall police in England back in 2005/06, marking the first police force in the world to both trial and adopt them. The UK later being the first country to equip all its police with body worn cameras. Firearms are heavily regulated in the UK; gun crime accounts for such a small percentage of crime it is almost non-existent overall. You can own the same as what any US citizen can own, but in the UK you must have a section 1 firearms license; and the process to obtain that is incredibly thorough and constantly reviewed. Handguns must have a fixed stock attached to the grip if the barrel length is less than 6 inches. Thus, concealing a firearm isn’t an easy feat and the sentence for even trying to do so is not worth the risk for any sane person. There’s therefore no need for bullet proof glass. All officers wear Kevlar and there are AFOs on patrol at all times (authorised firearms officers). Their cars will have a red asterisk on the side of them to denote it as a firearms unit. They mostly respond to rowdy farmers with shotguns, mind you. Events like this are few and far between.

Such a sad world we live in. Moat tried several times to get help for his anger issues:
"In August 2009 he told a social worker: "I would like to have, erm, a psychiatrist, psychologist, have a word with me regularly, on a regular basis to see if there's somewhere underlying like where I have problem that I haven't seen.
"I would like a professional, you know, not a DIY thing you know? A professional thing for someone to come along and say look there's area for improvement here. This is a problem."
At the same meeting, Moat asked again to see a psychiatrist. "Why don't we just have a psychiatrist sit me down and say: 'Right, OK, I want to see you regularly, then we can move towards where your areas of fault are, we can enhance on these areas you know, erm and work with us'," he said.
"If I'm at fault myself in any way I'm open to all kinds of suggestions but I refuse to spend the rest of my time fighting with social services."
Newcastle city council, which dealt with Moat's case, said it commissioned a report from a psychologist to examine whether it was safe for Moat to live with his two older children.
"This report did not recommend any treatment but examined Mr Moat's aggressive behaviour on the safety and wellbeing of the children," the council said in a statement."
He also contacted local authorities and asked for help, saying he didn't feel mentally stable.
His girlfriend knew of his hatred of the authorities, particularly the police, and goaded him while he was in prison by saying her new boyfriend was a policeman.
Seriously, social services and particularly mental health support services, needs FAR more funding in the UK.
Finally, the 'assault' was low level assault, meaning threat to harm, and the child was his daughter.
I think his whole life was pretty dysfunctional and chaotic.
    R.I.P to ALL victims

@@DrJ-hx7wv you're basically asking the age old 'nature or nurture' question. I don't believe that most murderers are genetically pre-programmed to walk that path so it stands to reason that I also believe most of them can be helped not to.
