    It's impossible that the problem can always lie with government. South afircan has an immigration issue that needs to be looked at. We aren't importing critical skills, we are importing normal people that just compete with South Africans. Most developing countries in the world accept critical skills, you don't just go there. Why must SA be different?

      I can answer you as someone who has a critical skill and has lived in South Africa. It is very difficult to regularise one’s stay in SA with or without a critical skill. The outcome when one applies at the Home Affairs is never predictable and the Immigration Act of SA at the moment is difficult to apply. So what happens is immigrants with skills and have options to go elsewhere end up leaving, those with no skills and no options to go elsewhere remain in SA. So while SA is importing everyone (due to African geopolitics), those who have skills are being filtered out and lost to other economies, only those with no other options remain in SA.

    Department of Labour of South Africa has never ENFORCE ANY LABOUR LAWS.

      Enforcement is there but only reactionary. It needs to be reported, taken to labour court/ ccma, etc.

    I disagree, the issue that we currently have in SA. is the infrastructure that has deteriorated at the hands of Illegal foreigners. Eskom is dealing with cable thefts everyday. Railway lines, Hijacked building, etc. For South African economy to thrive South Africans need to be active in their own economy, there's no use in trying to revive it with foreigners. The stats are saying more than 34% of unemployment in South Africa not foreigners. If u deal with issue of illegal immigrants the crime rate will also go down, which will interest the investors. Zimbabwe and Mozambique are dragging down the region they need to sort their own mess. SA can no longer carry the burden of the whole southern region. For me the failure of SA to deal with this migration issue whether in favorable or unfavorable of the foreigners will be the demise of South Africa.

      The ANC gov is also to blame for the collapse of Zim. Only Botswana had the guts to tell Mugabe he was ruining Zim. SA kept quiet. We thus have a moral responsibility towards Zimbos because the ANC is complicit in the mess that Zim has become. How the gov could think that the collapse of Zim would not affect SA is beyond me...

    The problem here is abuse of foreign (black) workers and total disregard for labour laws. That’s a reason modern capitalism ships labour to cheapest, most inhuman regions. Hiring of foreign truck drivers and workers in retail space is primarily motivated by agenda to get wealth quickly, while exploiting workers. Simple rule to implement would be to pay all employees the same salary irrespective of whether the employee is black foreigners or a local, that would end all this nonsense. Pitting our black foreign brothers & sisters against locals, is a strategy well developed by suppressive capitalistic system, used to slave labour only. That’s why most of the time locals are being labeled “lazy”, psychological trick so that our black foreign brothers and sisters don’t question salaries and working conditions. Another question is why foreign workers from Europe and other parts of the world don’t face the same issues as black foreign workers and black South Africans? Let me not even speak about different salary structures for coloured, indians, blacks and their white counterparts, the real issue behind entitlement.

      The other issue that we as black South Africans needs to understand is that for some of us, reaching level of success which we desire would require us to be foreigners in other countries. We can easily reach our dreams easily outside of South Africa. The problem with trying to reach some level of success in your own backyard is the issue correctly pointed out by Jesus Christ “a prophet has no honor in his own town”. Jesus understood that it takes certain character and mentality to work as a foreigner. Some may argue that you can’t leave your demons behind, but Jesus understood that you will have less opposition and right level of determination to reach your success. As some observers like Prince Derek has pointed out historical, South Africa is a place of strongholds (gatekeepers), strongholds can be any form of suppression (denialism, racism etc).

    Implementation of rules is a major problem in countries like RSA...,don't discuss rules that binds citizens speed up the process and ensure implementation and consistency.implementing rules it is not Xenophobia is legaly binding us to a better future just like any other country with a dream .our brothers and sisters also need to dream big and create opportunities within their own country instead of complaining work .

    I live with foreigners they're working from Sunday to Sunday no off. I don't think employers will move out of their comfort zone knowing that people are afraid to report them.

      @@curiousk4083 the biggest problem is competition. We have to face the fact my brother. Most of Africans from neighbouring states come to South Africa looking for employment. South Africa itself has high unemployment rate. So, would you not agree that, that creates a competition in the unskilled labour market? Would you also not agree that you don't find Asians or Europeans coming to compete in this unskilled labour market, but rather they create jobs through investment? So, if you ask me, I'd prefer a South African gets that employment than another African person. I believe in the saying 'charity begins at home'. It's not hate for anyone, but just that

    I've been following discussions on labour migration in South Africa and people like me who talk about the uncontrolled influx of immigrants in our labour markets WE NEVER SAID THE DEPORTATION AND FIRING OF ILLEGAL IMMIGRANTS WILL SOLVE OUR UNEMPLOYMENT CRISIS.

    Young folks in schools need to have more opportunities to go to Technical Colleges. To learn.
    Wood work. Plumbing. Building. Engineering.. Cooking, Baking Farming And Sewing.
    Servicing Computers.and Big Machinery,
    Etc etc etc. Then go onto to Work in these Trades for 3 or 4 years .
    In an Organised Way…
    Soo we don’t have to employ Foreigners. !!
    Sooo it’s Our Fault. We don’t have sufficient SKILLS…

      P.S. A very Sad thing is happening in Zimbabwe is 10 000 Teachers had to leave Last year!
      They are starving… They can only afford Transportation for 3 days to get to School…. On their current Teachers Salary…
      They earn a pittance.. I’m not Ex Zim. I’m Born RSA, But this has upset me. Seeing these well educated Teachers STARVING!

    So here's the thing. Jobs are scarce in this country, fact. But next fact is marching around like this is not going to force anyone's hand to give you a job. Jobs are earned on merit and unfortunately the demand of jobs available do not outweigh the supply of people. Marching and dancing around will not force the private sector to now employ south africans. If you own a business you will always employ the best person for the job. The one that gives the business the best value for money, that's who gets employed, definitely not those marching around trying to intimidate. Tax base is dwindling in this country and no one seems to get that. What you should actually be doing is marching to lutuli house and parliament against corruption as that is causing a massive drain of taxpayers and investment into this country. Without taxpayers left to fuel the economy jobs will just get more scarce, so really do you really think what you are doing now is going to work. It's never worked before, you need a better approach, one of intimidation and force will really get you nowhere long term, and surely that is what you want to achieve more jobs for locals. You only get that by attracting in more entrepreneurs to be able to employ more people that enables more oh yes more because we need it, foreign investment into this country the more jobs are created, as yes believeit or not someone has to pay salaries????. Dancing around forcing the hand will have the opposite effect. The level of ignorance of certain individuals in this country is something to behold. Don't take my word for it, carry on down this path and watch this country go even deeper into crime, anarchy and joblessness.

    All these experts and not one of them asked the right question. Why do employers prefer foreign workers? The answer to this question is that MOST South African workers believe they are entitled to director salaries, that jobs as cleaners, servers, grillers, etc are beneath them, that they can mess around at work, not caring to get their jobs done, not taking any pride in their work, want to stay off work when they feel like it because they're protected by ridiculous labour laws, leaving business owners as victims and not employers... the list is endless. There are too little jobs because South Africa offers no security for foreign investments. EWC, socialist tendencies, extremely high crime rates, no work ethic... all those things combined are the cause of there not being enough jobs.       I agree with you, and you are 100% correct with the points you've made.
      The problem here is South Africa is that we don't live in the same South Africa. No one dares to ask the question, why? Why are South Africans "lazy" and entitled, with bad work ethics and no pride in their work? Why don't we focus on the root of the problem, and not the problem itself?
      South Africa is the most unequal society in the world where the average black family lives on R1500 a month.
      The private sector controls 75% of the economy and the jobs in the country. They are the highest taxpayers, which means that they can do as they please in a country with 15 million permanently employed people, 19 million grant recipients, 600 000 individuals who earn R40 000+ a month and 6 million taking home less than R7300 per month. The rest earn around R3500 a month, in a country with a population of 60 million citizens, 23 million registered tax payers, and only 1.6 million who pay their taxes. These numbers do not make sense!
      More than 50% of black South Africans live under $5 a day, while 75% of the youth in the country are unemployed. We have 80 000 poor white people, out of the total 8 million.
      Fix inequality! Pay people what they should be paid! We come sincere, do the work, work overtime over-deliver, and get certified just to be included into a now crashing middle-class with inflation and black tax - employed black people cannot breathe in this country, we are playing catch-up. I cannot walk into the same store as my white friends, we do not have the same income. When I am employed, I know that a white person who is underqualified, working under me while I train them get's paid 50-75%, more than I do.
      FIX the system!!! Corruption and crime will drop like never before, stop ignoring the problem!!!
      My first job paid me R800 a month and I took it in a foreign province 11 years ago, I couldn't afford rent, my parents had to sell their wedding rings so I could make rent. I left the province and came back after earning a bonus in December of 2011 which increased my salary to R1200.
      I then went on to study IT for 5 years, paying per module. I never knew how to operate a computer or to speak English fluently, but I pushed myself. This arrangement was only made possible because of the performance the principal saw in me and gave me a special payment plan. I didn't only beg him for this, I completed with 16 distinctions after 5 years of studying and not getting called back for jobs I applied for.
      After I was certified, I managed to secure x3 jobs from x3 different tech companies - x1 in corporate. My highest salary was R13000 gross. I had to pay for car installments as I was a technician, rent, water, electricity, levis, and taxes. None of my colleagues had the same complaints and struggles we have as black people, I was always the only black person at these companies and watched how simple life was to people who live on the other side of South Africa. The little that I got paid, I had to help out at home while my colleagues were buying video game consoles, and planning camping trips which I couldn't show up to. My uncertified manager got dropped off by his mother. It took me 2 hours to get to work and I always showed up earlier than everyone else. I then decided to move closer but had to ask my mother was again helping me with rent, water, and electricity.
      I own my own tech business today. I only had full access.to the internet a few years ago, I couldn't use the internet, I had to teach myself. Trying to build a career at 32 doesn't make sense to me, in a country that rewards corruption and incompetency, with a very bad and useless education system. So I think that I've made the right decision. What's troubling me is the fact that if I was in another country, I could've been in a more advantageous position. I can't achieve my full potential in South Africa, my own country, and it really messes with my head.
      However, every developing country in the world has issues with foreigners, we aren't that special. They are underpaid and overworked, and this goes against the labor laws that protect all people of South Africa.
      Black South Africans are begging and trying to protect their crumbs here. This is not America, where citizens receive a R20 000+ stimulus check, and poverty and homelessness is blamed on drugs.
      We also want to work hard and have pride in the work we do. No man wants to feed from another man's hand. We all want to have plans and plan. Build, and move on. We have grown men in South Africa who still drive a 1985 VW Golf 1 and no one is seeing a problem here, while white grannies push GTIs. The gap is too much and it creates division, hate, and a bad culture of thinking.
      Your bottom is not the same as my bottom, we don't start from the same level in this country from a financial standpoint, in academics, and by connections.

    I do believe that Julius did a good initiative in acting on this, however,all efforts should be focused on private sector to check wether big companies comply with plans to try solve the economic challenges in South Africa.
    There is a lot happening in these companies,no one has put a watch on how even people are sidelined and mistreated to achieve,even though they have the needed qualifications and skills.The belief that Black South Africans are lazy it is just a myth.

    10 years in my life,, I have never Seen even one labour dept personal in the 5 different work I have worked. For me I only know department for taking our money,, nd when you jobless thy don't give u bck the money thy have been taking from ur salary. No need for new laws without implementing, as always in South Africa we have the best laws but government departments are not playing their part. I believe that as South Africa only scarce skills people should be allowed not people coming to work as driver, delivering pizza, we need doctors, engineers, bio chemistry, IT specialists.     I believe the government should take the lead in creating jobs for the South Africans.Look at the Taxi industry that is transporting hundred of thousands of people in a day and contributing economically to the government Billion of Rands per year.
    Why not create more jobs in this industry by making it mandatory that each Taxi should have a CONDUCTOR .How many Taxis are there on the roads of this nation.
    Let the government form or establish a commission comprising of the Private sector and Government to look into areas where jobs can be created.

      Well I know lots of foreigners that get paid higher because there education ( Zimbabwean ) is better , they work when needed , availability is a 2 way street as is loyalty . As well as they don't come with an entitlement mentality .
      Problem =
      1. schools 30 % pass rate , which means you don't know 70 % of material .
      2. Labour law that is so employee sided , you can have a job not work well and must be kept in employment
      3. Open borders , bribes bring you into SA . Corruption on border posts rife .

      So why are foreigners preferred , better education , friendly disposition , not entitled and not afraid to work long and hard . And yes they get better pay for their skills . Exploitation is disgusting .

Zim universities and qualifications aren't internationally recognized and Zim has one of the highest school dropouts in Africa but hey according to him their education is better than that of SA natives.       Oh well done! Your narrow minded logic is the cause why so many business owners have closed up shop and left the country. South Africa won't have jobs unless people start thinking. Ridiculous labour laws, lazy, entitled employees who would rather strike than work, who believe they should all be paid director salaries, EWC, BEEE, extremely high crime rates... all those things have caused a massive loss of jobs in South Africa and if it's not fixed, will cause South Africa to be even poorer than Zimbabwe in less than 5 years.

    You can't just force employers to employ South Africans without hearing the reasons why they don't prefer south Africans. 1. The minimum wage is too high and needs to be revised, employers will employ foreigners because they can afford them, given the economic challenges companies are struggling and in survival mode Forcing them to employ people they can't afford to pay will only bankrupt them. 2 South Africans feel entitled, bosses can't control South Africans because they talk back to the employers telling them" this is my country. "So no boss will want to employ people he can't control.3 south Africans don't want to work hard hours. South Africans have unions which protect them so they take advantage and become lazy and won't want to work. 4 they like striking singing and dancing and will loot or burn property at sometime while in the company.

    You should have interviewed prople who are directly affected by thid topic not prople who seat in boardrooms without seeing the actual effect.
    Certain jobs should be reserved for locals ie unskilled labour as we cannot go to their countries and take such jobs.
    It is incorrect to say Julius started this, ENCA must get the facts straight and not mislead us. This started in Soweto when they chased out undocumented foreign nationals from selling at the raxi rank.

    How do registered employers recruit foreigner with no papers. I will understand if someone can point a specific business or organisation doing this. The focus is always on the very very very low paid positions
    When we have foreigners obtaining very top positions in big corporate companies. If they were mentoring our country's skills, well done! But no, they enter as millionaires and exit as billionaires.

    Who protects the borders? When it's just OK that over 5 million are illegal streaming in 13500+ a day then our own goes playing the blame game and not addressing the root cause of a catastrophic game that everyone seems to miss? Being white seeing that prior administrations inflicted pain and suffering on our brothers and sisters in apartheid, forgetting that not all of us agreed to the disgusting practices, like this time, me myself carry a mental problem because I can't imagine even breaking a branch of a tree and my own personal sufferings is far worse than even some of the people forced to live in terrible conditions. Lost almost everything, and closer month by month yet our farmers gets murdered to aquire land, but every farmer killed, 40000+ people can't eat then cry and in hate induced by the evil malema, to kill all, but the crops that is available gets exported in order for us to pay more and more, taxed on such a scale to pay for the partying and unjustified gatherings All of us are funding, his own people funding his evil needs to be superior, he is just making noise making it far worse than anyone can imagine... But if I get killed one day, before initial death I will ask one thing, 'what do you know about my character and past or my story to send yourself straight to hell to burn for all eternity yet having nothing that you can take, nothing?' now it seems like the darkness malema is spreading is evoking his own people to sign away their God given rights becoming the very sons and daughters of the devil.     Companies from what I see or the Owners all that same piss poor excuse. We can’t work with them, cause of this that and the other. All the while South Africans go unemployed, youth unemployment stats from hell, nothing to do. I’m all honestly they’d rather see their country go to shit cause they don’t have e time to work on employees to help them grow. They’d rather have a high turn over labour force and pay them less that 150 a day so, if the government is for real they need to come down hard on companies especially in the labour sector. It’s no excuse to blame another person. We will go no where if this is the mentality

    It's not just foreign workers who get hired fraudulently 🙄. Nepotism is still in practice too and Bid-rigging is closing businesses every other day 🤦‍♂️!
    On the other hand the education system is expensive and not effective enough.....It keeps manufacturing clueless graduates. You do have graduates in SA but quite often the chosen curriculum is irrelevant.
    To make things worse, it's thinking the same government that strives on curruption will help the situation 🤦‍♂️🤦‍♂️🤦‍♂️!

      Very true many (not all) but many degrees in humanities in particular are for all practical purposes useless. Many of those modules are made up to justify certain philosophical views which have no bearing on reality. Many of these degrees seek to create new, irrelevant questions, of which most have already been answered, just because they:
      A) cannot answer difficult real questions.
      or
      B) They cannot accept reality so they bend philosophy or even worse; science to fit their narrative.
      Also nepotism in itself is not illegal but nepotism regarding those who hold political power is illegal and very unethical. Although if you started a business then I would argue that you can hire who ever you want it is your business.
      To serve as an anology
      If I pay you to help me build a car and I decide to give the car to someone else I am entitled to do so since I compensated you for your input. The car remains mine I payed for all of the car parts and payed for your labour. Therefore I may give away the car, sell the car if I see fit. But if however the car is owned by many different people then majority rules and I myself can not do what I want when I want.
